Grant Description

The Environmental Security Technology Certification Program (ESTCP) is the U.S. Department of Defense’s (DoD) demonstration and validation program for environmental and installation energy technologies. It is managed by the U.S. Army Corps of Engineers, Humphreys Engineer Center Support Activity (HECSA). The program focuses on showcasing innovative, cost-effective, and mission-driven technologies that address DoD’s most pressing energy, environmental, and infrastructure challenges. ESTCP does not support regulatory compliance studies but instead funds projects that directly contribute to operational effectiveness, mission assurance, and warfighter readiness. This Broad Agency Announcement (BAA), Notice ID W912HQ25S0005, invites both small and large businesses, as well as other organizations including universities and nonprofits, to submit white papers for technology demonstrations. The BAA is structured to encourage innovative proposals in multiple topic areas including environmental restoration, installation energy and water, munitions response, natural hazard adaptation, mission-driven landscape approaches, resource conservation, and weapons systems and platforms. Technologies proposed must be sufficiently mature for demonstration and have strong potential for transition into widespread DoD use. The submission process is multi-phased, beginning with the white paper stage. White papers must not exceed two pages, must address only one topic area, and must be submitted via the SERDP and ESTCP Management System (SEMS). They must include a project title, principal investigator, lead organization, project objectives, technical approach, cost estimates, and supporting references. Submissions that pass the initial review will be invited to submit full proposals, which may also include oral presentations before the ESTCP Technical Committee. No paper, fax, or email submissions are permitted, and proposers are solely responsible for ensuring their materials are received properly. Evaluation criteria differ by stage. White papers are judged on Technical Merit and ESTCP Relevance, both weighted equally. Full proposals are further assessed on Cost/Benefit of Technology, Transition Potential, and Cost of Proposal. ESTCP reserves the right to fund multiple awards, a portion of a single proposal, or none at all. Contracts are anticipated to be awarded three to six months after final review and funding availability. Proposers should note that costs for preparing white papers or proposals will not be reimbursed, and there is no guarantee of award. The funding ceiling under this BAA is collectively up to $10,000,000. Multiple awards are expected, with specific award sizes varying by project scope. Proposals exceeding $750,000 from large entities or nonprofits must include a Small Business Subcontracting Plan in accordance with FAR 52.219-9. Resources and templates for subcontracting plans are provided by HECSA’s Small Business Office. The North American Industry Classification System (NAICS) code for this BAA is 541715, covering research and development in the physical, engineering, and life sciences (excluding nanotechnology and biotechnology). This opportunity was released on August 22, 2025, with an initial closing date of August 21, 2026, at 2:00 PM EDT.
