Grant Description

The Ensuring Research Integrity - Conferences and Workshops Program (CWP) is a funding opportunity administered by the U.S. Department of Health and Human Services (HHS), Office of Research Integrity (ORI), under the authority of 42 U.S.C. § 241, Section 301 of the Public Health Service Act. This program provides support to eligible entities seeking to plan and implement conferences that promote research integrity and compliance with 42 C.F.R. Part 93. The initiative is aligned with ORI's mission to foster environments that uphold responsible conduct in research, deter misconduct, and equip institutions with strategies and knowledge for addressing allegations of research impropriety. Applicants may propose either in-person or virtual conferences—or a hybrid format—so long as the design and outcomes align with one or more key focus areas outlined in the announcement. The primary purpose of this funding opportunity is to support educational forums that address core issues in research integrity. These may include thematic conferences that gather interdisciplinary experts around topics like data sharing and dual-use research, skill-building workshops focused on misconduct investigations or policy implementation, or public outreach efforts that communicate the importance of research ethics. Events must result in tangible, measurable outcomes—such as increased awareness, improved practices, or dissemination of new tools—and applicants are expected to integrate comprehensive evaluation and dissemination strategies into their proposals. ORI prioritizes events that not only facilitate discussion but also produce resources, strategies, or networks that contribute to the national effort to prevent misconduct and promote integrity in the research enterprise. The program expects to make up to two awards for a 12-month budget period, with each award ranging between $25,000 and $50,000 in total costs (including direct and indirect costs). The estimated total funding available for this announcement is $100,000. Matching funds are not required, and applications must be submitted electronically through Grants.gov by 6:00 PM Eastern on July 30, 2025. The anticipated award date is September 15, 2025, with project activities starting by September 30, 2025. A technical assistance webinar will be held on July 15, 2025, at 1:00 PM Eastern to support prospective applicants. Eligibility is broad and inclusive, encompassing public and private institutions of higher education, nonprofit and for-profit organizations (including small businesses), independent school districts, tribal governments and organizations, state and local governments, and individuals. While only one eligible entity may serve as the applicant and award recipient, applications may involve partnerships or consortia. All applicants must be registered in SAM.gov and Grants.gov, and those submitting on behalf of consortia must ensure legal recognition of the partnership before applying. Applicants must include a detailed project narrative, appendices (such as work plans, CVs, and letters of commitment), and a full budget package. Disqualifying factors include missing required documents, failure to meet eligibility or formatting requirements, and budget requests outside the specified funding range. Successful applications will be evaluated based on clarity of purpose, innovation, expected outcomes, and organizational capability. Proposals must address how the conference aligns with ORI’s strategic goals and demonstrate a clear plan for evaluation and dissemination of results to wider research and academic communities. Contact for programmatic inquiries is Armineh Ghazarian (Armineh.Ghazarian@hhs.gov), and budgetary/administrative questions should be directed to Jessica Shields (Jessica.Shields@hhs.gov). Additional details are available at https://www.ori.hhs.gov. Electronic submission is required, and all file uploads must adhere to the file format and organization instructions provided in the official NOFO document.
