Elder Justice Innovation Grants FY2025

The Elder Justice Innovation Grants FY2025 program, administered by the Administration for Community Living (ACL) under the U.S. Department of Health and Human Services, seeks to address adult maltreatment through innovative, evidence-informed approaches. ACL's Administration on Aging (AoA) manages the initiative, which builds upon ACL's mission to support older adults and adults with disabilities in maintaining their independence and dignity. The Elder Justice Innovation Grants aim to expand knowledge and interventions that prevent or mitigate adult maltreatment, including physical, sexual, emotional abuse, financial exploitation, and neglect. The FY2025 competition will support projects that can demonstrate measurable improvements in reducing the risk of adult maltreatment, preserving autonomy, restoring living situations, and increasing well-being for affected individuals. Applicants are encouraged to develop, implement, and test prevention or intervention programs—particularly those that enhance Adult Protective Services (APS) operations, interagency collaboration, and data quality. Eligible applicants for this opportunity include any U.S.-based public or private entities, excluding foreign organizations. There is a cost-sharing or matching requirement, and voluntary match contributions will be binding if accepted. Applications must include a three-year work plan and budget, a logic model, evaluation plan, measurable outcomes, and letters of commitment for partners. All applications must demonstrate significant experience in elder justice and designate a project director who will commit at least 20% of their time to the project. ACL anticipates awarding up to eight cooperative agreements, each ranging from $250,000 to $500,000 per year, for a total project period of 36 months. The cooperative agreement format allows ACL to maintain substantial involvement, including monthly check-ins with grantees, review of public materials, and guidance on programmatic and budgetary adjustments. Subrecipient effort may not exceed 20% of total programmatic activity unless otherwise justified. Applications must be submitted through Grants.gov by July 30, 2025. ACL recommends submission 3–5 days in advance of the deadline to avoid technical issues. While letters of intent are encouraged by July 15, 2025, they are not required.
