Elder Justice Innovation Grants FY2025

The Elder Justice Innovation Grants for Fiscal Year 2025 (Opportunity Number: HHS-2025-ACL-AOA-EJIG-0023) is a federal funding opportunity offered by the Administration for Community Living (ACL), specifically through its Administration on Aging (AoA). The overarching goal of this grant is to develop, test, and disseminate practices and approaches that reduce the risk of adult maltreatment, protect autonomy, lower recurrence, and improve recovery and well-being for those affected. Projects funded under this initiative must demonstrate a strong potential for measurable improvements in individual outcomes. Priority will be given to proposals that either prevent maltreatment from occurring or intervene early to reduce harm. Projects may involve implementing and evaluating services or responses, improving investigations, fostering interagency collaboration, enhancing Adult Protective Services (APS) reporting, or strengthening APS program outcomes. A total of $3,000,000 is available, with up to eight cooperative agreements expected to be awarded. Each award will range from $250,000 to $500,000 per year over a 36-month project period. Use of subrecipients is permitted but must not exceed 20% of programmatic effort. ACL will maintain active involvement with grantees through monthly meetings and oversight, and grant products must be unbiased, high-quality, and publicly shareable, subject to ACL review. Applicants must be U.S.-based entities; foreign organizations are ineligible. The funding opportunity is unrestricted in terms of entity type, so all domestic organizations, including non-profits, governments, educational institutions, and for-profits, may apply. However, applicants must demonstrate subject matter expertise in elder justice or APS, provide a dedicated project director working at least 20% of their time, and submit required letters of commitment and CVs for key personnel. Proposals must also include a budget and work plan covering the full 36 months, a project narrative of no more than 20 pages, a logic model, and an evaluation plan. Applications must be submitted electronically via Grants.gov by the deadline of July 30, 2025, at 11:59 p.m. Eastern Time. Letters of intent are encouraged and should be submitted within 15 days of the NOFO's publication. The project start date is anticipated to be September 30, 2025. The program is not subject to Executive Order 12372 and therefore does not require intergovernmental review. ACL strongly recommends early submission due to potential technical delays. Proposals will be evaluated based on five criteria: project relevance and current need (10 points), goals, objectives, and approach (40 points), measurable outcomes and evaluation (20 points), organizational capacity and project management (10 points), and budget (20 points).
