The Bulletproof Vest Program (BVP) is a state-funded reimbursement initiative administered by the Office of Grants and Research (OGR) within the Massachusetts Executive Office of Public Safety and Security. Its primary purpose is to assist Massachusetts municipal police departments with the cost of purchasing bulletproof vests for their officers. The program reimburses up to 50% of the cost of eligible bulletproof vests, provided the department has already secured federal reimbursement through the Patrick Leahy Federal Bulletproof Vest Partnership Grant Act of 1998. Combined, the two programs can cover the full cost of bulletproof vests, alleviating financial barriers for local departments aiming to enhance officer safety. To qualify for state reimbursement, departments must provide evidence of federal reimbursement approval or proof of payment. Acceptable documentation includes a screenshot from the federal BVP system indicating approved status or a bank document showing a DOJ deposit for the reimbursement. Importantly, preliminary acknowledgment of a federal request is not sufficient for eligibility. The state BVP will only consider reimbursements for vests that meet specific criteria: they must be certified by the National Institute of Justice (NIJ), listed under the most recent NIJ standards, be Threat Level I or above, and be manufactured in the United States. Vests must also be purchased in accordance with Massachusetts procurement laws (Chapter 30B) and the purchasing agency’s internal procedures. Eligible vest purchases include first-time acquisitions for officers who have not previously been issued a vest and the replacement of vests purchased on or after July 1, 2000, if they are older than five years. The vests must remain the property of the purchasing police department. Eligible personnel are defined as full-time or part-time sworn officers who have graduated from a recognized police academy. Individual officers may not apply independently; applications must be submitted by their department. Some personnel of other EOPSS agencies may be deemed eligible based on the Secretary’s discretion. Funding is limited and reimbursements are processed on a first-come, first-served basis. The application process begins with confirming federal reimbursement and, if applicable, submitting a new contract with OGR for the 2022–2027 period. Required contract documents include the 5-year Commonwealth standard contract, an authorized signatory form, and OGR’s grant conditions/scope of work, with all materials signed or electronically certified by a senior municipal official or police chief. Invoices or purchase receipts for each vest are also required. Applications must be submitted through the online Bulletproof Vest Reimbursement Request Form. Departments should prepare all necessary documents in advance, including officer details, purchase dates, and reimbursement amounts. Missing documents may delay processing. After submission, departments receive a confirmation email documenting their application. While OGR does not issue individual approval notifications due to volume, payment status can be checked via VendorWeb using the department's vendor code and tax ID. Reimbursements generally take six to eight weeks to process. The BVP does not operate on a fixed deadline; instead, it accepts applications on a rolling basis throughout each Massachusetts state fiscal year, contingent on available funds. Because this program is recurring and linked to annual funding cycles, departments are encouraged to reapply in future years as needed.
