Ten awards of $200,000 each will be distributed to qualified non-profit organizations across five OMH regions: New York City, Long Island, Hudson River, Central New York, and Western New York. Two awards will be made per region, with applicants required to specify the county or counties they propose to serve. If an applicant seeks to serve multiple regions, they must submit separate proposals for each. Funding must be expended by September 30, 2026, and is contingent on the continued availability of federal funds. Applicants are not required to submit a workplan at the time of application; it will be developed during the contracting phase if awarded. Eligible applicants must be New York-based not-for-profit organizations with 501(c) status and experience serving refugee and asylum-seeking populations. Prequalification through the Statewide Financial System (SFS) is mandatory. Applications must be submitted through SFS, including a completed budget template and proposal narrative. Required components include documentation of notification to the Local Government Unit (LGU) in each proposed service area, a Provider Contact Form, and certifications for Sexual Harassment Prevention and Gender-Based Violence policies. Failure to meet submission standards, including file naming and formatting conventions, may result in disqualification. Evaluation will be conducted by a committee based on both technical and financial criteria. The technical component includes factors such as understanding of the target population, agency qualifications, implementation plans, and data/reporting infrastructure. Applicants must score a minimum of 70 points to be considered. Awards will be issued following notification and pending approval by the NYS Attorney General and State Comptroller. Contract performance will include regular reporting, utilization review, and progress toward objectives, including accurate data collection and culturally competent service delivery.
