The California Department of Housing and Community Development (HCD) has released the Homeownership Super Notice of Funding Availability (HOSN) to streamline access to funding for affordable homeownership projects and programs. This initiative supports the CalHome Program and the Joe Serna, Jr. Farmworker Housing Grant (FWHG or Serna) Program, focusing on increasing homeownership opportunities for lower-income households. However, the HOSN specifically excludes funding for new construction or rehabilitation of multifamily rental housing developments, even under the Serna program.
The CalHome Program is designed to assist lower and very low-income households, and in disaster situations, moderate-income households, by increasing access to homeownership. It aims to encourage neighborhood revitalization, promote sustainable development, and optimize the use of existing housing stock. The Serna Program complements these efforts by focusing on homeownership opportunities for agricultural employees and their families through the development of single-family subdivisions and other homeownership initiatives.
Eligible activities under the HOSN include loans for homeownership development projects, first-time homebuyer mortgage assistance, and owner-occupied rehabilitation assistance. Additional support is available for technical assistance in self-help and shared housing programs, Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU) programs, and the acquisition of manufactured housing. These activities are targeted to meet the diverse needs of communities and support sustainable housing development.
Eligibility for CalHome funding is limited to local public entities, local public agencies, tribal entities, and nonprofit corporations. The Serna program extends eligibility to additional entities, including limited liability companies (LLCs) and limited partnerships.
