Grant Description

The Department of the Navy, through the Naval Sea Systems Command (NAVSEA), is offering funding through the FY 2025 Grants for Improvement of Navy Ship Repair or Alterations Capability Program. This grant initiative, authorized under 10 U.S.C. Β§ 2219, is focused on enhancing the effectiveness and productivity of non-nuclear ship repair and alteration operations across eligible shipyards and training entities. The grant aims to bolster operational capabilities, improve workforce skills, and address strategic repair needs of U.S. Navy non-nuclear surface vessels. The program offers two primary funding pathways. First, capital improvement grants are available for infrastructure limited to piers, dry docks, and directly related structural support. These improvements are intended to raise the efficiency, competitiveness, and quality of shipyard operations servicing U.S. Navy vessels. Second, maritime training grants aim to increase workforce productivity by funding programs that build technical skills relevant to Navy ship repair. Together, these funding options are designed to enhance readiness, reduce repair turnaround time, and improve maintenance quality across the naval fleet. For FY 2025, NAVSEA has allocated approximately $5,000,000 to this grant program. Funds will be disbursed on a reimbursable basis only after formal execution of a grant agreement, and applicants must not begin incurring costs or using matching funds prior to this agreement. The maximum federal share for any project is 75 percent, requiring at least a 25 percent cost share from non-federal sources. Eligible applicants include shipyards or entities that service non-nuclear Navy vessels and must demonstrate both legal authority and financial capability to carry out proposed projects. To apply, applicants must submit a complete application package via Grants.gov by 5:00 p.m. EDT on August 14, 2025. The application must include Standard Form 424 (SF-424) and a detailed addendum covering shipyard descriptions, project details, cost breakdowns, implementation timelines, and financial documentation supporting the match. Applicants are limited to one submission per shipyard, though that submission may include multiple projects. Entities under common ownership but operating at distinct sites with separate cage codes are considered individual applicants. Proposals will be evaluated by NAVSEA based on statutory merit criteria including the potential to improve shipyard efficiency and employee productivity. Additional weight will be given to applications aligning with broader Navy priorities and using domestic-sourced materials in compliance with the Buy American Act. NAVSEA reserves the right to reject late or incomplete applications, and successful applicants must participate in post-award evaluations and reporting as a condition of receiving funds. All applicants must be registered in SAM.gov and provide a Unique Entity Identifier (UEI) during submission.
