Grant Description

The Food Insecure Cost-Share Grant Program, administered by the Missouri Department of Agriculture’s Ag Business Development Division, supports projects aimed at reducing food insecurity throughout Missouri. With dedicated funding pools for urban and rural areas, the program provides reimbursement for eligible project expenses that increase local food availability and production. A total of $600,000 is available—$500,000 for projects located in urban areas and $100,000 for those in rural locations, as defined by the U.S. Census Bureau. Eligible applicants include individuals, businesses, groups, or organizations related to agriculture. Projects must be located in Missouri, and eligibility for urban or rural funding is determined based on a pre-defined list of municipalities and areas. The program aims to support initiatives such as community gardens, processing kitchens, permanent farmers markets, agricultural learning centers, and hydroponic or aquaponic systems. Applications are scored competitively based on criteria including credibility, community support, timeline feasibility, and demonstrated impact on food-insecure populations. Grants cover 75% of total eligible expenses, with a maximum reimbursement of $50,000. Projects must be completed within the grant period, and expenses must occur between the award date and February 25, 2026. Examples of reimbursable costs include greenhouse materials, construction supplies, kitchen and food processing equipment, and irrigation systems. Ineligible expenses include payroll, land acquisition, food purchases, and pre-award costs. Reimbursement is contingent upon proper documentation, including detailed receipts and proof of payment. To qualify for reimbursement, grantees must meet several requirements, including registration through Missouri’s MOVERS portal, being in good standing with the Missouri Secretary of State, obtaining a Certificate of No Tax Due, and providing proof of enrollment in E-Verify. Final reports must be submitted by April 15, 2026, and include project outcomes, financial summaries, and any delays encountered. Failure to submit required documentation may result in delayed reimbursements or grant termination. Applications for the FY26 cycle were due by August 27, 2025, with anticipated award notifications in late September 2025. All project expenses must be completed by February 25, 2026. Inspections are expected in late April 2026, with follow-up evaluations extending into spring 2027 to measure long-term outcomes.
