Grant Description

The Neighborhood Impact Grant Program is an initiative of the City of Lima's Department of Housing and Neighborhoods aimed at supporting community-driven projects that strengthen neighborhoods and enhance quality of life. The program offers up to $1,500 in funding per recognized neighborhood association or eligible 501(c)(3) nonprofit organization operating within Allen County, Ohio. The purpose of these small grants is to increase civic pride, boost volunteerism, and empower residents to lead projects with lasting neighborhood impact. Projects must occur within defined neighborhood boundaries and align with the eligibility criteria of the Community Development Block Grant (CDBG) program. Examples of eligible projects include neighborhood cleanups, creation of pocket parks, revitalization of vacant lots, community gardening, minor home repairs for elderly or disabled residents, and the establishment of neighborhood workshops or youth councils. Applicants are required to provide a detailed project description and budget, along with board approval and standard IRS documentation. Proposals that raise or leverage additional funding, such as through donations or business sponsorships, will be viewed more favorably during the competitive review process. Applications are due by 5:00 PM on Friday, November 7, 2025. Up to three projects will be selected in this grant cycle, with notifications sent by November 18, 2025. Projects must be completed by October 10, 2026, and grantees are required to submit quarterly reports along with a final report and documentation of volunteer participation. Reporting deadlines are set for January 9, April 10, and July 10, 2026. Additionally, the program offers an opportunity to apply for up to $1,500 in supplementary funding through the Activated Neighborhood Challenge. This parallel initiative, supported by Activate Allen County and Mercy Health, targets projects that promote health and wellness in neighborhoods. To qualify for this challenge, applicants must submit an expanded proposal and sustainability plan, and may be required to meet with Activate Allen County staff. For assistance, applicants are encouraged to contact Carmillia Zion, Director of Housing, at 419-221-5246 or via email at carmillia.zion@cityhall.lima.oh.us. Completed applications must be submitted in triplicate to the Department of Housing and Neighborhoods at 50 Town Square, Lima, OH 45801.
