The Health Resources and Services Administration (HRSA) is offering funding through the HIV/AIDS Bureau (HAB) Ryan White HIV/AIDS Program (RWHAP) Part F Special Projects of National Significance (SPNS) Program. This funding opportunity supports two separate but coordinated projects: the Street Medicine Interventions for People with HIV who are Unsheltered – Capacity Builder Provider (HRSA-25-055) and the Street Medicine Interventions for People with HIV who are Unsheltered – Evaluation Provider (HRSA-25-057). The initiative aims to support people with HIV who are unsheltered or unstably housed by adapting, documenting, implementing, evaluating, and disseminating street medicine interventions. These interventions are designed to improve health outcomes and access to care for those not engaged in or struggling with traditional healthcare settings.
The Capacity Building Provider (HRSA-25-055) will coordinate the initiative, assist demonstration sites in developing street medicine interventions, ensure interventions are equitable and client-centered, provide implementation technical assistance, coordinate strategic meetings, and lead a comprehensive communications and dissemination plan. The Evaluation Provider (HRSA-25-057) will design and implement a multisite evaluation using implementation science methodologies, assess intervention outcomes, develop a data collection process, provide evaluation training, submit necessary review board documentation, analyze data, and disseminate findings.
This funding opportunity is open to various eligible domestic entities, including public and private institutions of higher education, non-profits, state and local governments, independent school districts, and Native American tribal governments and organizations. Individuals are not eligible. The program expects to fund one award for HRSA-25-055 ($1,250,000) and one award for HRSA-25-057 ($1,000,000), with an anticipated four-year period of performance from August 1, 2025, to July 31, 2029. The funding does not require cost-sharing or matching.
Applications must be submitted via Grants.gov by March 11, 2025, at 11:59 p.m. ET. The expected award notification is July 2, 2025, with the project start date of August 1, 2025. Organizations must register with SAM.gov and Grants.gov before applying. The HRSA will review applications based on merit criteria, including need, response, evaluation measures, impact, resources, capabilities, and budget justification.
The initiative aligns with national public health goals, including the National HIV/AIDS Strategy (NHAS) 2022–2025, the Ending the HIV Epidemic in the U.S. (EHE) initiative, and other strategic frameworks. The projects must collaborate closely with 10 demonstration sites (HRSA-25-056), ensuring that findings contribute to long-term sustainable interventions and replication in other Ryan White HIV/AIDS Program settings.
