The Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) has announced a funding opportunity under the Cooperative Agreement mechanism, titled "N62473-25-2-0005," supported by the authority of the Sikes Act (16 U.S.C. 670c-1). This funding initiative aims to support the long-term sustainability of the training environment at the Marine Corps Air Ground Combat Center (MCAGCC) in California. The program is designed to enhance the ecological resilience and military readiness of the Marine Air Ground Task Force Training Command (MAGTFTC) by leveraging scientific research and geographic information systems to manage desert ecosystems and critical species habitats effectively. This three-year cooperative agreement, with total estimated funding of $292,628 for FY25, focuses on combining high-precision remote sensing data (LiDAR and orthophotography) with field-based ecological studies to improve the understanding and management of sensitive species, habitat suitability, and ecological niches across the MCAGCC base. Tasks include geomorphological analysis, development and testing of a monitoring protocol, data collection, and final reporting. Deliverables involve work plans, semi-annual reports, and final datasets that support long-term conservation and training objectives. The project is broken down into four main tasks. Year one involves analysis and mapping of species distributions and sensitive habitats. In parallel, a monitoring protocol will be developed. Years two and three will focus on implementing and testing the monitoring protocols and collecting baseline data. By year three, results will be compiled into a comprehensive digital GIS system and formal report, including revised protocols and implementation recommendations. Deliverables are time-bound and include work plans due within 30 days of kickoff, semi-annual progress reports, and final deliverables submitted within specific periods following project completion and government review. Eligibility is restricted to members of the Cooperative Ecosystem Studies Unit (CESU) California partners, qualifying under either DoDGARS Part 34 or 2 CFR 200. Cost sharing is not required for this opportunity. Evaluation of proposals will be based on three equal factors: credentials of key personnel, the scientific approach, and reasonableness of cost. Budgets must be detailed by task and cost category, adhering to federal cost principles, and include justifications for consultants, subawards, and materials.
