In-Car Video Camera Grant Program

The In-Car Video Camera (ICVC) Grant Program is administered by the South Carolina Department of Public Safety (SCDPS) through its Office of Highway Safety and Justice Programs (OHSJP). This grant program was originally established through Proviso 63.8 of the South Carolina 2021–2022 Appropriation Act, which became effective on July 1, 2021. The intent behind the program is to support law enforcement agencies in South Carolina with the acquisition and ongoing operational costs associated with in-car video camera systems. Oversight for the fund is provided by the South Carolina Public Safety Coordinating Council, which ensures that grants are distributed equitably, with priority given to agencies demonstrating a strong focus on DUI enforcement activities. The ICVC Grant Program is designed to assist eligible law enforcement agencies in purchasing new in-car video cameras, as well as covering costs related to equipment maintenance and digital storage. Since FY 2023, the program has awarded over $6.71 million in funding to 76 qualifying agencies. This support has facilitated improved transparency, evidence collection, and officer accountability throughout the state. Agencies may apply for funding on an annual basis, and the program supports both initial purchases and recurring costs, such as one-year maintenance or storage fees. Allowable expenses under the grant include new in-car video camera units, related equipment such as mounts and brackets, license and warranty costs, and one-year cloud-based or server-based storage services. Quotes must be provided to substantiate all funding requests, and all budget components must be itemized separately. Costs such as shipping, tax, and other related items must also be clearly documented. The application system does not permit bundled requests, and each cost category must be justified independently. To apply, agencies must first complete a required training video on the IntelliGrants application system. After viewing the training, applicants must create a user account in the system. The application includes sections for agency details, traffic and DUI enforcement data, contact information for key personnel, storage infrastructure, prior grant history, and a justification narrative. Agencies must detail the condition and age of their current ICVC units and explain the need for new equipment or funding. The application window for the SFY 2027 ICVC Grant Program opens on March 9, 2026, and closes on April 3, 2026, at 5:00 p.m. Submissions must be made through the IntelliGrants portal, and applicants will not be able to revise their applications once submitted. Required documents include cost quotes and other supporting materials for requested items. Agencies must also identify key contacts including a project director, agency head, authorized signatory, and financial contact. Application review criteria are based on need, DUI enforcement activity, and adherence to grant guidelines.
