The Redeploy Illinois Planning Grant, offered by the Illinois Department of Human Services (IDHS), is part of a larger initiative aimed at reducing juvenile incarceration rates in Illinois by supporting local government units in developing viable, community-based alternatives. This planning grant is non-competitive and available to Illinois county governments or Cook County areas that do not currently receive Redeploy Illinois funding but have committed, on average, 10 or more Redeploy-eligible youth per year to IDJJ over the past three years (2018–2020). Redeploy-eligible youth are defined as individuals under juvenile court jurisdiction, facing potential commitment to IDJJ, excluding those convicted of first-degree murder or Class X forcible felonies. The planning process is designed to enable local entities to assess the feasibility of implementing Redeploy programming by analyzing juvenile justice data, identifying service gaps, and evaluating system readiness. Applicants must be pre-qualified through the Illinois GATA Grantee Portal and comply with pre-award requirements including submission of an Internal Controls Questionnaire (ICQ) and Programmatic Risk Assessment (PRA). Additionally, entities must be registered in the CSA Tracking System for budget entry and submission. Indirect costs are allowed, with no restrictions, provided the applicant has an approved NICRA or elects to use the de minimis rate. Importantly, there is no cost-sharing or match requirement unless the applicant voluntarily includes one in their budget, in which case it becomes binding. The grant provides between $5,000 and $25,000 per eligible county or service area, based on the scope of analysis and number of counties involved. Funds can be used for planning-related administrative costs such as staff overtime, data collection, report writing, travel, and meetings, but may not be used for equipment purchases or probation officer salaries. The planning grant period begins upon execution and lasts approximately six months. Upon submission and acceptance of a Final Planning Report by the Redeploy Illinois Oversight Board (RIOB), eligible applicants may be invited to apply for Phase 2 full-site implementation funding. Applications are accepted on a rolling basis without a specified deadline, and technical assistance sessions are not offered. To apply, entities must complete a comprehensive narrative and submit a signed Uniform Grant Budget through the CSA system. Additional required documentation includes staffing information, subcontractor agreements (if applicable), NICRA documentation, Federal W9 forms, and resumes of key personnel. All application materials must be compiled into a single PDF and submitted electronically to [email protected]. Reporting requirements include monthly fiscal and programmatic narrative reports, and a Final Planning Grant Report outlining key data analyses, proposed strategies, and readiness assessments. Funded programs must also commit to racial equity training and utilize the Department’s eCornerstone data system to support performance tracking and accountability.
