Submissions must be emailed to USAID by the deadline. Evaluation criteria for concept notes include technical feasibility, innovation in service delivery, relevance of proposed monitoring and evaluation plans, and the applicant’s experience and organizational capacity. Full applications will require a more detailed technical approach, a management plan, staffing details, and a comprehensive budget. USAID emphasizes collaboration with national and local governments, the private sector, civil society, and global health organizations. The agency encourages applications from organizations that have not previously received USAID funding and prioritizes initiatives that enhance local leadership and long-term sustainability.
