The Fiscal Year National Technical Assistance Programs Cooperative Agreements are administered by the Health Resources and Services Administration through the Bureau of Primary Health Care within the U.S. Department of Health and Human Services. HRSA administers the Health Center Program to strengthen access to comprehensive, high quality primary health care services for medically underserved populations across the United States and its territories. Through this funding opportunity, HRSA seeks to support national organizations with demonstrated expertise to serve as technical assistance providers to existing and potential health centers. These cooperative agreements are structured to include substantial federal involvement in planning, oversight, and evaluation to ensure alignment with federal health priorities and evolving public health needs. The purpose of this opportunity is to fund three National Technical Assistance Programs that develop, deliver, coordinate, and evaluate high impact technical assistance for health centers nationwide. Funded activities must support the delivery of comprehensive primary health care, improve chronic disease management, nutrition, and preventive services, enhance operational effectiveness and efficiency, address emergent public health priorities, and ensure compliance with Health Center Program requirements. Awards are made in three distinct categories: Clinical and Preventive Excellence, Operational Excellence, and the National Technical Assistance and Coordination Center. Each funded organization is responsible for delivering technical assistance across multiple performance domains, including governance, workforce, financial sustainability, patient experience, quality and safety, community health needs, and access and affordability. Funding is provided through cooperative agreements with an anticipated funding level of eight million dollars per award per year. HRSA expects to issue three awards and to fund four consecutive twelve month budget periods for a total period of performance of four years, beginning August 1, 2026 and ending July 31, 2030. Funds may be used for allowable costs associated with technical assistance delivery, coordination, evaluation, and dissemination of resources. Federal funds may not be used for direct patient care, construction, facility renovation, lobbying, or costs already supported by other federal awards. No cost sharing or matching funds are required under this program. Eligible applicants include a wide range of domestic entities such as state, county, and local governments; special district governments; public and private institutions of higher education; nonprofit organizations with or without 501(c)(3) status; for profit organizations; small businesses; tribal governments and tribal organizations; and faith based organizations. Applicants must be domestic organizations located within the United States or its territories as defined in the notice. Individuals are not eligible to apply. Each organization may submit only one application, and applications requesting funding above the annual award ceiling will be deemed nonresponsive. Applications must be submitted electronically through Grants.gov and are due by March 31, 2026 at 11:59 p.m. Eastern Time. Required components include standard federal application forms, a project narrative, a detailed project work plan, a budget narrative with staff justification, and multiple required attachments such as organizational charts, staffing plans, position descriptions, biographical sketches, and letters of support. Applications will be reviewed for eligibility and completeness, followed by a merit review based on need, response, collaboration, impact, capacity, and support requested. HRSA anticipates issuing notices of award by July 29, 2026, with funded projects expected to begin August 1, 2026. The program is issued on a recurring basis and future funding cycles are contingent on appropriations and agency priorities.
