Grant Description

The National Technical Assistance Programs (NTAP) Cooperative Agreements offered by the Bureau of Primary Health Care (BPHC) under the Health Resources and Services Administration (HRSA) are a cornerstone initiative to bolster the capacity and performance of health centers across the United States. This federal funding opportunity, identified as HRSA-26-009, aims to empower three selected national organizations to deliver tailored technical assistance (TA) to existing and prospective health centers. The focus of this TA is on enhancing comprehensive primary health care delivery, managing chronic diseases, improving operational efficiencies, addressing emerging public health issues, and ensuring compliance with HRSA requirements. NTAP awardees will operate under cooperative agreements, a funding mechanism that allows HRSA to maintain a substantial involvement in program execution. Awardees will be expected to provide national reach TA using three structured formats: national audience activities, national communities of practice (CoPs), and intensive outcomes-focused cohorts. Each of the three cooperative agreements will receive up to $8 million annually over a four-year period, totaling $32 million per award, pending appropriations. Awards will be made in the categories of Clinical and Preventive Excellence, Operational Excellence, and the National TA and Coordination Center. The period of performance will begin August 1, 2026, and continue through July 31, 2030. The program’s eligibility criteria are broad, inviting applications from a wide range of domestic public and private entities, including nonprofits, academic institutions, for-profits, tribal entities, and small businesses. Individuals are not eligible. Applicants must be located within the U.S. or its territories. Cost-sharing is not required, and applicants may only submit one proposal. Applications must be submitted via Grants.gov by March 31, 2026, at 11:59 PM Eastern Time. A Unique Entity Identifier (UEI) and active registration in both SAM.gov and Grants.gov are mandatory for submission. Each application must include a comprehensive project narrative and work plan, budget justification, key staff bios, organizational charts, and letters of support. Applications will be scored out of 100 points across six criteria: Need (15 points), Response (30), Collaboration (10), Impact (15), Capacity (25), and Support Requested (5). Proposals must describe how they will deliver TA to health centers performing in or below the third quartile on clinical and operational metrics and how they will coordinate with other HRSA-supported TA programs to avoid duplication and maximize value. Recipients will be expected to begin delivering TA within 60 days of award, meet annual targets for TA engagements, and report on performance outcomes using data derived from the Uniform Data System (UDS). Special requirements apply to the National TA and Coordination Center, which will also conduct national TA needs assessments in years one and three and maintain the Health Center Resource Clearinghouse. HRSA will provide data use agreements and participate in collaborative review and evaluation processes, including potential site visits.
