The Maternity Group Home (MGH) Program is administered by the Family and Youth Services Bureau (FYSB) within the Administration for Children and Families (ACF), part of the U.S. Department of Health and Human Services (HHS). Services provided under the grant must include parenting skills training, health and nutrition education, child development guidance, family budgeting support, and access to community services. Emphasis is placed on trauma-informed care and the Positive Youth Development (PYD) framework. Eligible applicants include a wide range of public and private nonprofit entities such as state and local governments, tribal organizations, school districts, public housing authorities, and higher education institutions. For-profit organizations, individuals, and foreign entities are ineligible. Faith-based organizations may apply if they meet general eligibility criteria. A mandatory matching requirement of 10% of total project costs applies, which can be met through cash or in-kind contributions from the applicant or third parties. Applicants must submit their applications electronically via Grants.gov by 11:59 p.m. Eastern Time on July 28, 2025. The application must include two files: one with the project narrative and budget, and another with attachments such as legal nonprofit status proof, third-party agreements, and letters of support. Standard federal forms (e.g., SF-424, SF-424A, SF-424B) are also required. The anticipated project start date is September 30, 2025. Awards are contingent upon availability of federal funds and satisfactory performance as measured through semiannual reporting. Applications are evaluated based on six criteria: the need for assistance, quality of the approach, organizational capacity, performance evaluation plan and logic model, sustainability plan, and budget with oversight plan. Applicants must demonstrate capability in serving youth and their dependent children, including through detailed plans for outreach, housing, case management, transition services, and aftercare. Programs must be capable of working with local community partners and law enforcement to reach homeless youth populations effectively and ensure their safety.
