Grant Description

The City of Martinez administers the Community Groups Funding Program under Administrative Policy 304 to provide financial support to nonprofit organizations serving Martinez residents and businesses. This program establishes a standardized application process intended to ensure funds are distributed to eligible community-based initiatives. Funding is allocated annually, with availability beginning on or around July 1 of each fiscal year, and is designed to support a variety of projects and programs that directly benefit the Martinez community. Eligible applicants must be 501(c) nonprofit organizations based within the city limits of Martinez. These organizations must demonstrate a clear connection between their proposed project or program and service to Martinez residents or businesses. Applicants are prohibited from discriminatory practices based on protected characteristics including but not limited to age, race, gender identity, sexual orientation, national origin, disability, and socioeconomic background. Additionally, applicants must identify other sources of project funding, as the City will not serve as the sole financial supporter. Organizations currently receiving in-kind or financial support from the City, such as subsidized rent or other City grants (outside of this program), are not eligible to apply unless the support is of a type routinely provided to all nonprofits. Applications may be accessed via the Cityโ€™s website or through a designated community partner and must be submitted by the deadline established in the application process. Only complete applications will be accepted, and a separate application is required for each project or program requesting funds. The evaluation process involves an initial screening by City staff or a designated community partner. If reviewed by the City, applications will be forwarded to the Budget Subcommittee for recommendations to the City Council, which makes the final funding decisions. In cases where applications are evaluated by a community partner, the partner will provide either a written report or oral presentation to the City Council. Applicants may be required to present their proposals directly to the City Council as part of the review process. Funding distribution occurs after July 1 each fiscal year through checks issued by the City or the administering community partner. For community events funded through the program, the City may request complimentary outreach space, such as a booth or table, at no additional cost to the City. Projects funded in excess of $1,000 require the recipient organization to enter into a formal Funding Agreement and submit periodic progress reports. Collaborative projects involving multiple organizations are eligible, provided they submit a joint application. All funding amounts and availability are determined annually. Written notifications will be sent to all applicants, whether their proposals are approved or declined. The policy ensures transparency, fairness, and alignment with the Cityโ€™s goal of supporting services and programs that directly enhance the Martinez community.
