These include research into the long-term health impacts of HIV, development of novel animal models with high translational accuracy, and vaccine manufacturing spaces designed to address latent viral reservoirs and highly mutable viruses. HRF facilities must significantly contribute to the goals of the HIV/AIDS research agenda and have long-term utility. Eligibility is limited to public and state-controlled institutions of higher education, private institutions of higher education, and nonprofit organizations with 501(c)(3) status other than institutions of higher education. All applicants must demonstrate that the proposed facility will serve a wide research community—whether locally within the institution, regionally among multiple institutions, or nationally. Preference is given to institutions from diverse geographic regions and those categorized as Institutions of Emerging Excellence in biomedical research. This forecasted funding opportunity is expected to be posted on July 28, 2025, with applications due by January 25, 2026. Awards are projected to be made by August 31, 2026, with funded projects starting October 1, 2026.
