The U.S. Army Corps of Engineers (USACE), Fort Worth District, has released a Request for Statements of Interest (RSOI) under funding opportunity number W9126G-25-2-SOI-5342, specifically as Amendment 1. This opportunity is part of the Cooperative Ecosystem Studies Units (CESU) Program, and only members of CESU regions—Gulf Coast, Southern Appalachian Mountains, Piedmont South Atlantic Coast, or Colorado Plateau—are eligible to apply. This cooperative agreement is made under the authority of the Sikes Act (16 USC 670c-1) for the purpose of implementing Integrated Natural Resources Management Plans (INRMPs) at Fort Stewart and Hunter Army Airfield (FSGA/HAAF), Georgia. The project supports the Sustainable Range Program (SRP) and Integrated Training Area Management (ITAM) initiatives, which aim to maintain military readiness while safeguarding environmental integrity. The objectives of this cooperative agreement are to assist the installation in managing training lands effectively, minimizing environmental restrictions on military operations, enhancing biodiversity, and ensuring compliance with environmental regulations. The scope of work includes three core task areas: Range and Training Land Assessment (RTLA), Land Rehabilitation and Maintenance (LRAM), and GIS support. RTLA involves field data collection, land condition assessments, and data integration for strategic land use. LRAM focuses on the physical maintenance and restoration of training areas to support operational readiness. GIS support includes geospatial data creation, analysis, and the production of mission-support mapping. Approximately $918,530.74 is available for the base year of the agreement, with the possibility of additional funding for optional tasks or follow-on work across four additional 12-month periods. The base performance period is 12 months from award, not exceeding 18 months, and future phases depend on funding availability. All CESU cooperative agreements under this solicitation use a standardized indirect rate of 17.5%. Applicants are required to demonstrate qualifications via a two-page Statement of Interest, rather than submitting a full proposal or budget at this time. Eligibility is strictly limited to CESU members in the specified regions. In addition, applicants and any subrecipients must have an active NIST SP 800-171 DOD assessment within the last three years. Required qualifications include personnel with specific expertise in natural resource management, land rehabilitation, heavy equipment operation, and GIS systems. Background checks and DoD training are mandatory for personnel who will access government systems or facilities. Fort Stewart will provide government-furnished property and equipment as outlined in Appendices A and B of the Statement of Objectives. Statements of Interest are due via email by 10:00 AM Central Time on August 11, 2025. Questions must be submitted by July 18, 2025. This RSOI must remain posted on Grants.gov for at least 30 days before a final decision is made.
