Grant Description

The Rural Readiness Grant Program is a funding initiative by the Michigan Department of Labor and Economic Opportunity (LEO) through the Office of Rural Prosperity. Designed to support capacity-building in rural communities across Michigan, this grant empowers local solutions through planning and collaborative development efforts. The program supports underserved areas with reimbursement grants of up to $50,000. Eligible applicants include tax-exempt organizations, local government entities (cities, counties, townships, villages, school districts, and authorities), federally recognized tribes, educational institutions, and regional economic development agencies. All applicants must demonstrate that their project serves a rural area using a specific federal or state designation. Projects may focus on infrastructure, housing, workforce, health, energy, broadband, and other development-readiness objectives. The application process begins with a mandatory Letter of Intent due by June 30, 2025, at 3 PM EDT. Applicants will be informed in August if they are invited to submit full applications, which are due by September 15, 2025. Awards will be announced during the week of November 17, 2025. All application documents, including a completed budget and at least three letters of support, must be submitted to LEO-ORP@michigan.gov. Projects are evaluated on clear goals, local impact, sustainability, collaboration, and financial viability. Bonus points are awarded for multi-community collaboration, EDO support, high-need populations, and population decline. Returning applicants must provide a higher match rate of 30%, while new applicants must provide a 20% match. Reimbursement is issued up to six times over the 18-month grant period, contingent upon documentation. Funds may not be used for indirect organizational costs unless directly tied to the project.
