Facade Improvement Program

Downtown Partnership of Baltimore (DPOB) administers the Facade Improvement Program (FIP), a grant initiative designed to enhance the visual appeal and structural longevity of buildings located within the Downtown Management Authority (DMA) boundaries in Baltimore, Maryland. This program is part of DPOB's broader mission to stimulate economic growth and urban revitalization in the city’s core. By offering direct financial and technical assistance to property owners and business operators, DPOB aims to transform the physical landscape of downtown Baltimore, making it a more attractive and vibrant commercial environment. The Facade Improvement Program provides matching or supplemental funding for exterior building improvements, which include, but are not limited to, the installation or repair of signage, awnings, exterior lighting, painting, brick or masonry repair, historic restoration, and modifications to doors and windows. All funded improvements must comply with DPOB's Storefront Criteria. Importantly, DPOB’s funding complements the Baltimore Development Corporation (BDC)'s Facade Improvement Grant (FIG). Only businesses that have already applied to and received an approval letter from BDC’s program are eligible to apply for DPOB’s FIP. Eligible applicants must own or lease a commercial property within the defined DMA district and must provide documentation of either ownership or an executed lease or letter of intent. The program does not provide funding retroactively—projects that are completed prior to submitting a grant application or without approval will not be considered. A site visit is required before submitting an application, ensuring the applicant’s plans align with DPOB’s Storefront Criteria. This visit must be arranged in advance. Applications for the Facade Improvement Program are accepted on a rolling basis, allowing businesses and property owners to apply at any time during the year, subject to availability of funds. Funds from DPOB may also be disbursed as advances, helping eligible businesses cover upfront costs needed to qualify for BDC’s reimbursement grant. This financial coordination between the two programs provides flexibility and accessibility for small businesses working with limited capital. To apply, businesses must complete DPOB’s application form after obtaining BDC approval. All applications are reviewed based on the completeness of documentation, project eligibility, and availability of funding. The grant is limited to businesses and properties located within the DMA boundaries and is not open to entities located outside this area.
