Montco 2040 Implementation Grant Program
This program provides funding to municipalities in Montgomery County, Pennsylvania, to implement projects that enhance community connectivity, sustainability, and economic vibrancy in line with the county's comprehensive plan.
The Montco 2040 Implementation Grant Program is a funding initiative established by Montgomery County, Pennsylvania, to support local municipalities in implementing the county's comprehensive plan, "Montco 2040: A Shared Vision." This county-level plan lays out long-term objectives focused on three central themes: Connected Communities, Sustainable Places, and a Vibrant Economy. In alignment with these themes, the grant program is designed to facilitate targeted physical improvements that contribute to broader community planning goals and enhance the quality of life for residents. Since its launch, the program has awarded nearly $20.8 million across 157 grants, benefiting 55 municipalities within the county. Administered by the Montgomery County Planning Commission with assistance from the Office of Housing and Community Development, the program operates on a reimbursement basis. Eligible applicants are municipalities within Montgomery County, including those partnering with nonprofit organizations, school districts, or private entities. While the municipality must serve as the primary applicant and remain accountable for the projectโs execution, partners are permitted to conduct the work under a formal third-party agreement. Projects may also be multi-municipal in scope, with higher award ceilings for collaborative initiatives. The program focuses on projects that directly further one or more goals of the Montco 2040 plan. Each annual grant cycle highlights Focus Categories to reflect county priorities. For 2026, these categories include Transportation & Mobility Improvements, Support for Downtowns and Community Destinations, and Adaptation and Resiliency. Examples of eligible projects range from road diets and pedestrian facilities to downtown branding, floodplain mitigation, and open space restoration. A separate Housing Focus is also integrated, supporting livability enhancements in areas experiencing increased residential density. Preference is given to projects addressing equity and social justice concerns or incorporating county policies such as Health in All Policies and Complete Streets. The grant provides between $10,000 and $250,000 for single-municipality projects, and up to $350,000 for multi-municipal efforts. Municipalities are required to contribute a local match of at least 20%, although those with median household incomes below 80% of the county median qualify for a reduced 10% match. Matching contributions may include costs such as construction, materials, or land acquisition, and may be funded by other external sources, provided commitments are documented. In-kind contributions are not eligible for match purposes, with limited exceptions for direct municipal labor. Applications must be submitted by March 1, 2026, and include a formal resolution from the municipality. If March 1 falls on a weekend, the deadline rolls to the following Monday. While participation in an informational webinar on January 8, 2026, is optional, it offers a useful opportunity to review program changes and ask questions. Submitted applications undergo review by Planning Commission staff and a multi-departmental grant committee, with final approval granted by the County Commissioners. Award notifications are expected approximately four months after the submission deadline. Funded projects must be completed within 36 months of receiving the funding agreement. Extensions may be requested in writing no later than one month before the original end date. The agreement itself outlines the project scope, timeline, and payment process, which is structured around reimbursement. Supporting documentation, including cost records and status updates, is required. Legal and administrative requirements include compliance with prevailing wage laws and acknowledgment of county support in public materials. For additional assistance, applicants are directed to contact Chloe Mohr or David Greenberg at the Planning Commission.
