Tribal Housing and Urban Development-Veterans Affairs Supportive Housing (Tribal HUD-VASH) Expansion (Revised)

The U.S. Department of Housing and Urban Development (HUD), in collaboration with the U.S. Department of Veterans Affairs (VA), has announced the expansion of the Tribal HUD-VASH (Veterans Affairs Supportive Housing) program through Notice PIH 2025-02 (Revised). This initiative aims to provide rental assistance and supportive services to Native American Veterans who are homeless or at risk of homelessness, particularly those residing on or near tribal reservations. This expansion is supported by remaining fiscal year 2017 funds, amounting to approximately $2.2 million. It is anticipated that seven awards of roughly $300,000 each will be distributed based on need and the administrative capacity of the applicant organizations. This grant opportunity supports Indian tribes and Tribally Designated Housing Entities (TDHEs) that have previously received formula allocations under the Native American Housing Assistance and Self-Determination Act (NAHASDA). Eligible applicants include both new applicants and existing grantees, provided they meet specific program criteria such as a minimum utilization rate of 70% for current grantees. Applicants can apply independently or as part of a consortium. Subrecipient arrangements are also allowed, requiring formal agreements and tribal resolutions or certifications on official letterhead. Funding under this notice is restricted to rental assistance and eligible administrative costs, such as planning and startup expenses. Construction and rehabilitation of housing are permitted only if funded through separate sources, with HUD’s support contingent upon a confirmed funding commitment within three years of the grant award. Cost sharing and matching are not required but leveraging additional federal or non-federal resources is encouraged. Applications must be submitted via Grants.gov by August 15, 2025, at 11:59:59 PM Eastern Time. The expected award date is December 2025, with the grant period running from January 1, 2026, to September 30, 2027. In some cases, where construction or rehabilitation is involved, the grant period may extend up to five years. Required application components include a detailed narrative response, a letter of commitment from a partnering VA facility, and tribal resolutions. The narrative must address the applicant’s proposal summary, administrative capacity, need for services, and program implementation strategy. HUD will evaluate applications based on the need for services, the applicant’s administrative capacity, availability of housing, and the ability of the VA to provide case management. Selected grantees will enter into agreements with HUD and receive funding through the HUD Line of Credit Control System (LOCCS). Grantees are required to maintain compliance with all program requirements throughout the grant period, including timely and accurate reporting using newly implemented HUD tools.
