Grant Description

The Community One Stop for Growth is a grant initiative led by the Massachusetts Executive Office of Economic Development (EOED) in partnership with the Executive Office of Housing and Livable Communities (EOHLC) and MassDevelopment. It serves as a streamlined portal that allows eligible applicants to submit a single application to access a suite of economic development funding programs. The initiative is structured around a Development Continuum that mirrors the life cycle of economic development projects—from planning and zoning to infrastructure and building development—enabling communities to seek and align resources based on the readiness of their project. In FY2027, the One Stop integrates multiple programs from EOED, EOHLC, and MassDevelopment, including the MassWorks Infrastructure Program, Housing Choice Grant Program, Rural Development Fund, Site Readiness Program, and Brownfields Redevelopment Fund, among others. Two programs newly incorporated in this round are the Seaport Economic Council Grant Program and the Massachusetts Downtown Initiative Capital Grant Program. These additions reinforce the One Stop’s goal of supporting both planning efforts and physical infrastructure investments that catalyze local economic activity, especially in downtown and coastal areas. Funding can be used for a variety of purposes depending on the Development Continuum category. Categories such as Planning & Zoning support early-stage studies and zoning updates, while Downtown Activation grants fund streetscape improvements and business incentives to revitalize commercial districts. Site Preparation funding assists with land use studies and cleanup activities, while Building and Infrastructure categories support vertical development and utility improvements that directly enable private investment. Each category has tailored eligibility requirements and program alignment, which the Expression of Interest (EOI) tool helps applicants determine. While the EOI is optional, it is encouraged as it provides immediate program fit assessments and strategic guidance. Eligible applicants include all public entities within Massachusetts, including municipalities and local housing or redevelopment authorities. Non-public and nonprofit entities may apply with the support or partnership of a public entity and are limited to certain Development Continuum categories, such as Site Preparation and Building. For-profit entities may only apply to the Building category and must demonstrate a public purpose. All applications must include a letter of support from the chief municipal officer or an explanation if such support is not included. The application process begins with the optional Expression of Interest, open from January 23 through June 3, 2026. The Full Application submission period opens on May 4, 2026, and closes at 11:59 p.m. on June 3, 2026. Virtual webinars, office hours, and prerecorded sessions are offered throughout the guidance phase to help applicants understand program requirements and improve their applications. Applications are submitted electronically via the IGX portal, which becomes accessible for draft creation beginning January 23, 2026. Each applicant must submit one application per project. Applications will be evaluated based on project need and impact, strategic alignment with community goals, financial feasibility, project readiness, and the applicant’s capacity to deliver. Award notifications are expected in October 2026, with contracting beginning in October or November 2026. The program is recurring annually and is expected to reopen in early 2027.
