Continuum of Care (CoC) Builds
This funding opportunity provides financial support for non-profits, local governments, and tribal entities to create or improve permanent supportive housing for individuals and families experiencing homelessness, particularly those with disabilities.
The "Continuum of Care (CoC) Builds" (Funding Opportunity Number: FR-6800-N-25A) NOFO is issued by the U.S. Department of Housing and Urban Development (HUD). This opportunity aims to address homelessness through new units of Permanent Supportive Housing (PSH) in Continuum of Care (CoC) geographic areas. The CoCBuilds NOFO encourages applicants to construct, acquire, or rehabilitate PSH units, leveraging additional funding sources for maximized housing impact. Eligible applicants include non-profits, state and local governments, public housing agencies, Indian Tribes, and Tribally Designated Housing Entities (TDHEs). The NOFO sets aside at least $65 million for CoCs in states with populations under 2.5 million, but the total funding pool is $175 million. CoCs may also request up to 20% of an award for supportive services or operational costs and up to 10% for administrative expenses. The maximum award is set at $10 million, but an additional $2 million may be available for projects located on tribal reservations or trust lands. The NOFO focuses on increasing housing options for individuals and families experiencing homelessness where a member has a disability, with PSH aiming to provide long-term housing stability. Projects may also focus on converting hotels or motels into housing, especially in rural areas or tribal lands. Applicants must demonstrate experience in developing and managing similar housing projects, especially those serving vulnerable populations, and must provide clear plans on partnership coordination and project implementation.

Eligible project applicants are found at 24 CFR 578.15 and include nonprofit organizations; state governments; local governments; instrumentalities of state and local governments; Indian Tribes and Tribally Designated Housing Entities (TDHEs), as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103); and public housing agencies, as such term is defined in 24 CFR 5.100, are eligible without limitation or exclusion. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
