Grant Description

The U.S. Department of State, through the U.S. Embassy in Amman, Jordan, has released a Notice of Funding Opportunity (NOFO) titled โ€œEducationUSA Fair 2025โ€ under opportunity number PAS-JOR-FY25-002. The funding opportunity is supported by FY25 Smith-Mundt Public Diplomacy Funds and is intended to promote the United States as a leading destination for higher education among Jordanian students. The program will center around organizing a two-day EducationUSA Fair in October 2025 and a follow-on College Counselor Workshop in Spring 2026. The program aligns with broader public diplomacy goals, aiming to deepen academic partnerships and mutual understanding between the U.S. and Jordan. The main objective of the initiative is to connect Jordanian students, parents, and high school counselors with representatives from 25 to 30 accredited U.S. universities through a comprehensive fair and supporting digital campaign. The fair is designed not only to promote the academic offerings of U.S. institutions but also to provide accurate information about the admissions process, scholarship opportunities, and the U.S. student visa process. In addition to the fair, a year-round digital storytelling campaign featuring Jordanian students, alumni, and influencers will be developed to maintain interest and engagement. This cooperative agreement will provide a maximum of $250,000 in funding to a single awardee. The performance period is expected to begin on July 20, 2025, and should be completed within 12 months. Funding is subject to availability. The grantee must handle all aspects of fair planning and execution including outreach to U.S. universities, promotional efforts in Jordan, venue logistics, volunteer coordination, and post-event reporting. Additional activities include pre-fair orientation, the production of at least 50 short-form digital videos, media outreach, and the compilation of student contact information for use by U.S. Embassy officials. Eligible applicants include U.S. and Jordan-based not-for-profit organizations, public and private educational institutions. All organizations must possess a Unique Entity Identifier (UEI) and be actively registered in SAM.gov. Individuals are not eligible to apply. Only one proposal is allowed per organization. Cost sharing or matching is not required. Proposals that fail to meet these criteria or exceed submission limits will be deemed ineligible. Applications are due no later than June 15, 2025, at 12:00 p.m. GMT+3. Required submission documents include the SF-424, SF-424A, and SF-424B forms, along with a proposal narrative, budget justification, CVs of key personnel, letters of support from partners, and a valid nonprofit registration certificate. The proposal should not exceed 15 pages and must follow specific formatting guidelines, including single-spacing, 12-point Calibri font, and 1-inch margins. All applications must be submitted via email to AmmanGrants@state.gov. Evaluation criteria include the quality and feasibility of the proposed idea (30 points), organizational capacity and previous grant performance (20 points), ability to achieve objectives (15 points), monitoring and evaluation plans (15 points), budget clarity and realism (10 points), and sustainability of program impact (10 points). Notifications for selected applicants are expected by September 30, 2025. Award payments will be processed via the SF-270 form for advance or reimbursement. Reporting requirements include quarterly performance and financial reports to track progress and funding use. The Department of State retains substantial involvement in various programmatic decisions and content approvals throughout the grant lifecycle.
