Grant Description

The Build Ready Sites Program is a competitive grant initiative developed to support the advancement and marketability of rail-served industrial sites across North Carolina. Managed by the North Carolina Railroad Company (NCRR), the program aims to enhance economic development by improving the readiness and competitiveness of sites located along the stateโ€™s active rail corridors. By removing barriers to development and reducing the timeline for infrastructure preparation, the program positions communities to better attract new businesses and industries. The fall application round is open from September 15 through October 17, 2025. Eligible applicants include county or local municipal economic development teams that are working on projects with potential for rail service. To be considered, sites must meet several key criteria. These include having at least 50 contiguous developable acres, being owned by a willing seller with a defined price, and being located outside of environmentally sensitive areas such as FEMA 100-year floodplains or protected wetlands. Sites must also have access to industrial-grade infrastructure โ€” including power, water/sewer, and gas โ€” within two years of a potential prospect selecting the site. In addition, sites must be located within 0.5 miles or less of a rail line, and the operating railroad must confirm the potential for rail service. The program offers funding of up to $500,000 per project, or $750,000 for projects located along the NCRR corridor, covering up to 80% of total project costs. The remaining balance must be secured through financial or in-kind contributions from railroads, private entities, nonprofits, or public partners. Funds may be used for land preparation and critical infrastructure improvements such as water and sewer service. All improvements must be completed within 18 months of the grant award. Selection is based on multiple factors, including the site's location in an economically distressed or rural area, existing transportation access (such as highways, interstates, ports), and the ability of NCRR funding to meaningfully impact development readiness. Preference is given to sites with documentation from utility providers and those that demonstrate readiness for natural gas infrastructure. A complete application must be submitted via the programโ€™s online portal by the October 17, 2025, deadline. Required documentation includes proof of site ownership, infrastructure service confirmation, due diligence studies, and letters of support from relevant county commissions or municipal councils. Awards are intended to catalyze site development efforts that will have a long-term positive impact on local economic growth, particularly in communities where rail access offers a strategic advantage.
