The Art-in-Architecture Program of the Illinois Capital Development Board is soliciting qualifications from professional artists based in Illinois for the creation of a permanent public art installation at the University of Illinois Springfield (UIS) Library Commons. This call is specifically for artwork to be integrated into a major construction project aimed at enhancing student success and promoting a sustainable, inclusive learning environment. The UIS Library Commons is a new 57,700 square foot facility that will centralize key student services including the Library, Information Technology Services, the Center for Academic Success and Advising, and the Career Development Center. The building's design supports UIS's environmental sustainability goals by incorporating energy-efficient systems, native landscaping, and safe, low-toxicity materials. Architecturally, the structure blends traditional and modern elements, with brick exteriors and transparent glass and metal paneling, reinforcing visual and spatial openness. The proposed art installation will be situated on approximately 1,014 square feet of interior wall space within the building’s atrium. This three-story gathering area acts as a central hub for the campus and is designed to encourage student interaction and collaboration. The artwork is expected to reflect the architectural flow and movement seen throughout the building. There is no restriction on media or style, but the work must be durable, safe, cost-effective to maintain, and visible from multiple vantage points. Eligibility is limited to professional artists or artist-led teams residing and working in Illinois. All team members must meet this residency requirement. Faculty and staff of the University of Illinois Springfield are not eligible to apply. Subcontractors for technical tasks are permitted under the direct supervision of the lead artist. Applications are due by 3:00 P.M. on Friday, July 11, 2025, and must be submitted via email to CDB.ArtinArchitecture@illinois.gov. Portfolios must include a cover letter, resume(s), up to 15 JPEG images of artwork, an image list, and optional support material. Those already registered with the Art-in-Architecture Program may submit a shorter application with updated information. Three semi-finalists will be selected and compensated $2,000 each to create site-specific proposals. One of these will be chosen for the final commission. The total budget for the project is $118,000, covering all associated costs from concept to installation. The chosen artist will coordinate with the Capital Development Board and UIS to manage and implement the project. Questions may be directed to the email address provided.
