Harry W. and Carolyn W. Galbraith Memorial Fund
This grant provides financial support to nonprofit organizations and public entities in East Tennessee for spaying and neutering programs that help control pet overpopulation and improve animal welfare.
The Harry W. and Carolyn W. Galbraith Memorial Fund is a philanthropic initiative administered through the East Tennessee Foundation. Since its establishment in 2014, the Fund has focused exclusively on supporting animal welfare, specifically by funding programs aimed at controlling pet overpopulation through spaying and neutering services. It is designed to provide targeted financial assistance to organizations operating within East Tennessee, helping them expand access to low-cost or free veterinary services for both owned and stray animals. The Fund's primary objective is to support organizations that offer or are planning to implement spay/neuter programs for cats and dogs, particularly those that serve low-income pet owners. Eligible uses of grant funding include costs associated with sterilization procedures and the provision of rabies vaccinations. The program encourages efficient use of funds and favors applicants that demonstrate high impact relative to the amount requested. Innovative approaches that increase accessibility to services in underserved areas, or seed funding for programs that currently do not exist in a given community, are also strongly supported. Eligibility is restricted to nonprofit organizations, public educational institutions, or governmental entities that are based in and serve one or more counties within the East Tennessee Foundation’s designated 25-county service area. In addition to confirming 501(c)(3) status or fiscal sponsorship, applicants must provide standard documentation such as financial statements, current organizational budgets, and governance details. The Foundation mandates that all applicant organizations uphold non-discriminatory practices across various demographic and social categories. For the 2026 grant cycle, the application window will open on May 4 and close on May 29 at 5:00 p.m. Eastern Time. Awards will be announced in August, with the grant term set from August 1, 2026 to July 31, 2027. Each applicant may request up to $5,000 in funding. The grant cycle is non-recurring, and awards are made on an annual basis with no indication of automatic renewal. Applications must be submitted through the Foundation's online portal. Additional resources such as tutorials and reporting forms are available through the same platform. While no pre-application steps like Letters of Intent are required, applicants are encouraged to prepare by reviewing the Foundation’s general eligibility guidelines. Applicants with questions are directed to contact members of the Foundation’s Grantmaking Team. Two primary contacts are Ashley Siferd Butler, Director of Competitive Grants, and Brooke Anguiano, Assistant Director of Grantmaking & Operations. Inquiries may be made via email or by phone at (865) 524-1223 ext. 144 or toll-free (877) 524-1223 ext. 144.
