The Community Development Block Grant (CDBG) Program is a federally funded initiative administered by the U.S. Department of Housing and Urban Development (HUD). The program was established under Title I of the Housing and Community Development Act of 1974 to develop viable urban communities by providing decent housing, a suitable living environment, and expanding economic opportunities, particularly for low- and moderate-income individuals. The City of Elk Grove became an entitlement jurisdiction in 2003, which allows it to receive CDBG funds directly from HUD each fiscal year based on a formula.
