Community Development Block Grant
This program provides funding to nonprofit organizations that deliver essential services and support to low- and moderate-income residents in Elk Grove, enhancing community development and quality of life.
The Community Development Block Grant (CDBG) Program administered by the City of Elk Grove is a federally funded initiative designed to enhance the quality of life for low- and moderate-income individuals through targeted community investments. This grant program stems from Title I of the Housing and Community Development Act of 1974 and is supported by the U.S. Department of Housing and Urban Development (HUD). Since becoming an entitlement jurisdiction in 2003, Elk Grove has directly received annual CDBG allocations from HUD to support a wide range of eligible activities, reinforcing its long-standing commitment to equitable community development. The primary goal of the CDBG Program is to develop viable urban communities by supporting activities that provide decent housing, a suitable living environment, and expanded economic opportunities, primarily for low- and moderate-income persons. The City of Elk Grove utilizes its CDBG funds for public service programs, housing initiatives, and capital improvements, including facility upgrades and accessibility enhancements. Over the years, these funds have supported critical services such as youth engagement programs, senior services, and housing support services, alongside infrastructure improvements that promote inclusivity and accessibility. Eligibility for CDBG funding through the City of Elk Grove is generally open to nonprofit organizations that provide direct services to low-income city residents. The city also engages in regional efforts to affirmatively further fair housing through periodic assessments, such as the Analysis of Impediments to Fair Housing Choice. These assessments inform the City's Consolidated Plan, a key planning document that outlines strategic funding goals over five-year periods and helps guide annual allocations made through the Annual Action Plan. The current Consolidated Plan covers the 2020–2025 period, with an upcoming plan for 2025–2030 under development. The grant application cycle for fiscal year 2026–2027 begins on January 9, 2026. Applications for both the CDBG and Community Service Grant (CSG) programs are due by February 9, 2026, while the Event Sponsorship Grant (ESG) deadline is February 20, 2026. All applications must be submitted electronically through the City’s WebGrants portal. First-time applicants must register for an account before submission. Award amounts are subject to funding availability and final approval through the City Council’s annual budget process. The CDBG Program includes a strong emphasis on public participation and transparency. The City invites community input on its CDBG goals, strategies, and funding decisions through public hearings and comment periods. These inputs help shape key planning documents such as the Annual Action Plan and the Consolidated Annual Performance and Evaluation Report (CAPER), which details the City’s progress in meeting CDBG objectives. The CAPER is submitted to HUD within 90 days of the end of each program year, following a 15-day public review period and City Council hearing. Interested applicants or members of the public can contact Sarah Bontrager, Housing and Public Services Manager, by phone at (916) 627-3209 or by email at [email protected]. Additional support is available from Alicia Tutt, Management Analyst II, Housing and Public Services, at (916) 627-3735. Detailed guidance and planning documents, including the Citizen Participation Plan and Consolidated Plans, are available through the City’s grants webpage. This program operates on an annual cycle, with applications typically opening in early January each year.
