Washington State Diaper Program
This funding opportunity provides financial support to diaper banks in Washington State that distribute essential baby items, primarily diapers and wipes, to low-income families, with a focus on promoting racial equity and serving marginalized communities.
The Washington State Department of Commerce is accepting applications for the FY26–27 cycle of the Washington State Diaper Program (WADP), under RFA No. 26-33741-001. This competitive grant opportunity will fund diaper banks that purchase and distribute essential baby items—primarily diapers and wipes—to families in need throughout Washington State. Priority will be given to organizations serving or located in low-income, marginalized, or communities of color, and to providers that demonstrate a commitment to supporting racial equity. The WADP is funded by state general fund appropriations, totaling $2.5 million for the biennium—$1.25 million for fiscal year 2026 and $1.25 million for fiscal year 2027. This represents a reduction from $5 million in the previous biennium. Individual applications may request up to $125,000 per fiscal year, with a $250,000 maximum for the full grant period. Applicants that previously received the $150,000 Direct Appropriation are still eligible to apply, but must limit their total request under this RFA to $100,000. Eligible applicants must be licensed to do business in Washington State or commit to becoming licensed within 30 days of selection. Organizations must also provide services that benefit Washington communities and have at least two years of experience distributing diaper resources. Successful applicants will be selected based on project need, community impact, equity practices, operational capacity, and alignment with WADP’s goals. Responses must include certifications, a budget, a Diverse Business Inclusion Plan, and a Workers’ Rights Certification. Evaluations will occur between October 30 and November 14, 2025. The application process includes a non-mandatory bidders conference held via Zoom on September 23, 2025. A Q&A period ran from September 16 to September 29, 2025, with final responses published no later than October 8, 2025. Applications must be submitted via email to wadp@commerce.wa.gov no later than Tuesday, October 28, 2025, at 4:00 p.m. PT. Confirmation emails will be sent within two business days of submission. Contract negotiations begin in late November, and the earliest start date for contracts is expected to be December 10, 2025.
