Autonomous Decisions, Algorithms, and Modeling Grant Opportunity

The Autonomous Decisions, Algorithms, and Modeling (ADAM) Multiple Authority Announcement (MAA), issued by the Air Force Research Laboratory, Sensors Directorate, Multi-Domain Sensing Autonomy Division (AFRL/RYA), serves as a framework for future solicitations under a consolidated strategy. This MAA does not currently request proposals but establishes a process through which future solicitations will be issued, each specifying individual objectives, requirements, and submission deadlines. It is categorized as an “Initial Announcement” using an “Other Competitive Procedure” under relevant federal acquisition and defense regulations. The ADAM MAA supports a range of science and technology (S&T) activities across six technical areas, from basic to applied research, technology development, prototyping, and transition activities. These technical domains include multi-domain sense making, sensing autonomy, sensing and effects analysis, multi-sensing knowledge, sensing management, and integrated behavioral/physical knowledge generation. Emphasis is placed on AI/ML integration, distributed sensing, data fusion, autonomous sensing, and secure, high-performance computing systems. These efforts align with the Air Force’s digital transformation goals. Funding and award specifics—including estimated cost, award numbers, and eligible NAICS codes—will be defined in future individual solicitations. While the anticipated NAICS code is 541715 (Research and Technology in Physical, Engineering, and Life Sciences, excluding Nanotech and Biotech), the actual code may vary by solicitation. The Federal Assistance Listing number associated with this program is 12.800 under the Air Force Defense Research Sciences Program. Eligibility for participation is broadly unrestricted. While solicitations under this MAA are anticipated to be open to a wide range of applicants, including small businesses, FFRDCs and government agencies must meet additional compliance criteria. Foreign-owned firms may face limitations and are advised to consult the contracting point of contact before proceeding. All applicants must comply with security requirements, OPSEC procedures, and, where applicable, Export Control regulations and certification requirements (e.g., DD Form 2345). No white papers or proposals are being solicited at this time. Interested entities are advised to monitor the announcement for the release of individual solicitations, which will include deadlines and specific requirements. Application formats may follow either a one-step or two-step process, and deliverables, contract types, and data rights will be determined per solicitation. Feedback sessions and acquisition of commercial items will also follow individual solicitation guidelines.
