Grant Description

The 2026–2027 Occupational Safety and Health Training and Education (OSH T&E) Program, offered by the New York State Department of Labor (NYSDOL) in partnership with the Hazard Abatement Board (HAB), aims to enhance workplace safety across New York State. Established under Article 29 of the NYS Labor Law, HAB is tasked with reducing occupational illnesses and injuries through effective training and education initiatives. Approximately $5.9 million in funding is available to support projects from August 1, 2026, through July 31, 2027, that equip employees and businesses with the knowledge and tools to maintain safe, healthy work environments. Eligible training activities under this program include general or hazard-specific instruction on evaluating and mitigating workplace risks, improving labor-management safety committee effectiveness, addressing airborne infectious diseases like COVID-19, and teaching procedures such as lockout/tagout and confined space entry. Programs addressing ergonomics, exposure to toxic substances, chemical safety, and substance use impairment are also covered. Prohibited uses of funds include academic curriculum development, driver training, CPR, or first aid instruction unless explicitly aligned with occupational safety objectives. Restrictions also apply to refreshments, stipends, severance, and indirect overhead, with specific limits on fringe benefit reimbursements. Eligibility extends to a wide range of organizations operating within New York, including public or private businesses, labor unions, municipalities, trade associations, not-for-profits, and educational institutions. Bidders must employ at least two paid staff and be registered in the Statewide Financial System (SFS), with not-for-profits also required to be prequalified. Proposals must be submitted electronically via the SFS portal no later than 4:00 PM ET on January 5, 2026. No paper or emailed submissions are accepted, and late proposals will be disqualified. A Bidder Information Session is scheduled for December 2, 2025. All proposals must include a comprehensive Training and Grant Management Summary (TGMS 2026), a detailed work plan with performance metrics, and numerous required forms, including MWBE and SDVOB utilization plans, conflict of interest statements, and certifications related to executive orders and workplace violence. Applications will be evaluated on a 100-point scale: 60% program design, 20% work plan, and 20% cost. Proposals must be complete and demonstrate strong administrative, fiscal, and training delivery capacity. High-scoring proposals and first-time applicants may be prioritized. Contracts are one year in duration, reimbursable upon submission of documentation, and require compliance with reporting and equipment management rules. Contractors are subject to on-site monitoring and audits and must submit training materials and progress reports at regular intervals. If awarded, projects must begin within six months of the award notice. HAB reserves the right to rescind awards if contractors fail to promptly engage in the contracting process or submit required deliverables on time.
