Grant Description

The Virginia Fishery Resource Grant Program (VFRGP) is a competitive grant initiative administered by the Marine Advisory Program at the Virginia Institute of Marine Science (VIMS). Established by the Virginia Legislature through House Bill 1634 in 1999, the program was designed to protect and enhance the Commonwealth's coastal fishery resources by investing in innovative, small-scale projects conceived by members of the commercial fishing industry. Rather than funding business expansions or start-ups, the program supports practical tests and pilot initiatives that may improve fisheries conservation and fishing efficiency. VFRGP prioritizes four thematic areas: new marine fisheries equipment and gear, environmental pilot studies, aquaculture or mariculture of marine-dependent species, and seafood technology and utilization. Within these categories, applicants may propose projects such as bycatch reduction gear development, habitat restoration mechanisms, aquaculture innovations for new species, and seafood product or packaging enhancements. The program encourages collaboration with agencies such as the Virginia Marine Resources Commission (VMRC) and institutions like VIMS or other researchers to bolster proposal impact and ensure rigorous methodology. Eligible applicants must be Virginians actively involved in the fishing industry, defined broadly to include commercial harvesting, aquaculture, seafood processing, or handling. Applications led by individuals outside the fishing industry must include substantial involvement from qualified Virginians and written endorsements from relevant stakeholders. Applicants must also hold appropriate fishing licenses and secure any additional permits necessary for proposed activities. Proposals must follow the structured application form and emphasize sections detailing the problem statement, goals, proposed methodology, potential impact, information dissemination, and defined roles for all participants. A maximum of two applications per applicant is allowed per cycle. Projects are evaluated through a dual-review process involving technical reviewers and the VFRGP Advisory Board, which assesses alignment with program priorities, technical merit, cost-effectiveness, and potential for impact. Applications are due by 5:00 p.m. on January 5, 2026, and may be submitted by mail or email. Final funding decisions will be announced in the second quarter of 2026.
