The City of Spokane administers the Tourism and Cultural Investment (TACI) Grant Program to support projects that enhance Spokane’s tourism appeal and cultural vitality. The Spokane Tourism and Cultural Investment Committee, composed of hotel industry representatives, cultural organization members, and a city council member, evaluates grant proposals and makes funding recommendations to the Spokane City Council. Their mission is to strategically invest in cultural activities that can increase tourism and elevate Spokane’s reputation as a regional destination. The TACI program funds a range of project types including events, programs, facilities, and cultural initiatives that are open to the public and held within Spokane city limits. These projects must foster cultural diversity and attract out-of-town visitors. Eligible activities can span sports, arts, culinary experiences, music, film, and street or park festivals. Applicants must be either nonprofit or for-profit organizations with a current City of Spokane business license or a valid exemption. Events must occur between January 1 and June 30, 2026, and be accessible to the general public. Registration fees are allowed as long as they don’t restrict public viewing or participation. Applicants are required to submit a complete application electronically through the Neighborly portal. The application includes detailed questions about the project's cultural relevance, connections to local businesses, outreach beyond Spokane, and inclusivity practices. All applications must be signed by an authorized representative and include a detailed budget. The TACI program operates on a reimbursement-only basis, though organizations may request an advance payment if certain conditions are met. Grantees must cover upfront costs and submit a post-event evaluation form within 90 days of completion before receiving reimbursement. The application period for events occurring in the first half of 2026 opened on September 12, 2025, and closes on October 10, 2025. The latest date to submit questions is September 26, 2025, and award notifications are expected by November 7, 2025. While no pre-submittal meeting is scheduled, a public workshop was held on September 17, 2025. Funding awards range from $5,000 to $10,000 per applicant. All grant activities must be completed by June 30, 2026. Applications are scored on criteria such as tourism impact, lodging partnerships, cultural engagement, economic benefit, inclusivity, project feasibility, and community partnerships. Extra consideration is given to new events and organizations with limited resources. The grant encourages applicants to grow self-sustaining events that reduce dependence on public funds over time.
