Evolve Houston's eMobility Grants Program, launched in 2022, is an initiative designed to address transportation inequities and promote clean, electric mobility solutions in underserved communities across Greater Houston. The program is part of Evolve Houston’s broader mission to unite community, government, and industry partners to create a cleaner and more connected transportation future. Supported by Corporate Catalysts General Motors and bp America, this grant opportunity enables community organizations, grassroots groups, and local leaders to bring impactful projects to life that increase access to sustainable and affordable mobility. This grant program provides one-time funding for community-led projects that promote electric mobility through education, infrastructure, workforce development, and improved access to clean transportation. Applicants may request between $5,000 and $15,000, with award tiers set at $5,000, $10,000, $12,000, or $15,000. Projects may involve installing EV charging infrastructure, launching public education campaigns, providing workforce training for EV-related jobs, or introducing micromobility options like e-bikes and scooters. Eligible uses of funds include personnel costs, equipment, rent, insurance, training, and infrastructure expenses, while certain items such as legal settlements and costs covered by other federal programs are ineligible. Eligibility is open to a wide range of applicants, including individuals, nonprofits, small businesses, student groups (with faculty support), and other community-based entities. Projects must be located in or serve residents of the Greater Houston area, including the counties of Harris, Fort Bend, Brazoria, Galveston, Montgomery, Waller, Liberty, Austin, and Chambers. Preference is given to projects with demonstrable ties to historically underserved neighborhoods and strong community involvement. The application process includes an initial screening by Evolve’s internal team, followed by review and scoring by Community Champions—local residents who prioritize proposals based on equity, impact, feasibility, and sustainability. Final decisions are made by a selection committee composed of Evolve leadership. Applicants must submit a detailed project plan, timeline, community engagement strategy, KPIs, and a completed budget template. Selected recipients are required to submit an initial action plan, provide regular progress reports, and submit a final evaluation. The Round 4 application opened on September 15, 2025, with an extended deadline of November 14, 2025. Award notifications will be issued by January 2026, and funded projects are expected to begin in February or March. While the grant is not recurring in structure, future rounds are anticipated annually.
