Eligible applicants include state, local, and tribal governments, public and private institutions of higher education, small and for-profit businesses, nonprofits with and without 501(c)(3) status, and other organizations such as faith-based and community organizations, Historically Black Colleges and Universities (HBCUs), and Native American-serving institutions. Non-U.S. entities and foreign organizations are also eligible.
