Grant Description

The Healthy Tomorrows Partnership for Children Program (HTPCP) is a funding opportunity provided by the Health Resources and Services Administration (HRSA) through the Maternal and Child Health Bureau (MCHB). This program aims to support community-based projects that improve access to preventive clinical and public health services for underserved children. The initiative focuses on three primary child health topics: children’s behavioral health screenings and referrals, children’s immunizations, and adolescents’ well-visits. Projects must be either new initiatives or expansions of existing community-based programs and should align with evidence-based or evidence-informed approaches. The program seeks to build and strengthen partnerships between maternal and child health (MCH) service providers and community organizations. Applicants are expected to engage individuals with lived experience in project advisory boards and activities, ensuring the inclusion of diverse community perspectives. The long-term goal is to create sustainable programs that continue to improve child health outcomes beyond the period of federal funding. HTPCP provides grants of up to $75,000 per year, with an expected total available funding of $450,000 for fiscal year 2025. The program anticipates awarding six grants, with funding available for up to five years. Cost-sharing is required, with awardees contributing matching funds in years two through five equal to twice the amount of the federal grant award. This cost-sharing can come from non-federal sources, including individuals, corporations, foundations, and state or local agencies. Eligible applicants include nonprofits (with or without 501(c)(3) status), public and private higher education institutions, for-profit organizations, state and local governments, independent school districts, Native American tribal governments, and tribal organizations. The program is not open to individuals. Applications must address at least one of the three focus areas and must include a sustainability plan detailing partnerships and future funding strategies. Applicants must submit their proposals via Grants.gov by March 17, 2025, at 11:59 PM Eastern Time. The application process includes multiple components, including an abstract, project narrative, budget details, evaluation plans, and letters of commitment from key partners. Applications will be evaluated based on six criteria: need (10 points), response (35 points), performance measurement and evaluation (20 points), impact (10 points), resources and capabilities (15 points), and support requested (10 points). Successful applicants will be notified on or before July 1, 2025, with project start dates expected the same day. The program requires compliance with federal regulations, including non-discrimination policies, cost principles, and audit requirements. Grantees must participate in quarterly recipient calls, a technical assistance visit, and performance measurement activities. They must also provide annual progress reports and data on project impact, including at least one measurable health-related outcome for their target population. Yes - This program has a cost-sharing requirement. Under 42 CFR § 51a.8(c), award recipients of the Healthy Tomorrows Partnership for Children Program must contribute non-federal matching funds in years 2 through 5 of the 5-year period of performance equal to two times the amount of the federal grant award (i.e., if the federal grant award is for $75,000, then the matching requirement is $150,000) or such lesser amount determined by the Secretary for good cause shown.
