Grant Description

The Department of Defense (DoD), through the Congressionally Directed Medical Research Programs (CDMRP) under the U.S. Army Medical Research and Development Command (USAMRDC), has released the FY25 Peer Reviewed Medical Research Program (PRMRP) Technology/Therapeutic Development Award (TTDA). This funding opportunity, identified by number HT942525PRMRPTTDA, is managed by the U.S. Army Medical Research Acquisition Activity (USAMRAA) and focuses on advancing preclinical findings into tangible clinical solutions. The TTDA is designed for product-driven research aiming to improve military and veteran health by developing pharmacological, device-based, or knowledge-based solutions. The TTDA supports translation of established proof-of-concept or prototype technologies into the final stages of preclinical development, potentially leading to regulatory filings with the FDA or implementation in clinical settings. Eligible products may include drugs, biologics, diagnostics, treatment devices, or evidence-based guidelines. The research must align with one of the congressionally mandated FY25 PRMRP topic areas and an associated strategic goal. The intent is to deliver real-world impact on prevention, diagnosis, treatment, or quality of life, particularly addressing needs of military personnel, veterans, and their families. Approximately $41.25 million is allocated to fund about 12 awards, each with a funding cap of $3.5 million in total costs over a performance period of up to four years. Projects are expected to lead to an Investigational New Drug (IND) or Investigational Device Exemption (IDE) filing or be ready for integration into clinical practice. Direct costs may include travel for scientific meetings and collaboration support but exclude tuition or excessive travel expenses. Matching funds are not required. While the grant cannot fund clinical trials, it does support late-stage preclinical and clinical research with observational methodologies. Entities eligible to apply include both extramural and intramural organizations, including academic institutions, non-profit and for-profit entities, and domestic or foreign organizations. Principal Investigators must be at or above the level of Assistant Professor or equivalent and may only submit one application across the FY25 PRMRP programs. Submissions that fail to align with a topic area and strategic goal, propose a clinical trial, or violate eligibility or content rules may be administratively withdrawn. The application process requires a two-step submission: a pre-application (Letter of Intent) through eBRAP by June 9, 2025, at 5:00 p.m. ET and a full application via Grants.gov (extramural) or eBRAP (intramural) by July 21, 2025, at 11:59 p.m. ET. Applicants must ensure that all system registrations (SAM.gov, Grants.gov, eBRAP) are current. Full application packages must include narrative documents, technical and lay abstracts, a detailed statement of work, statistical and transition plans, and documentation of access to relevant military or VA datasets, if applicable. Peer and programmatic review will evaluate applications on impact, scientific merit, relevance to military health, statistical rigor, and transition feasibility. Awards will be announced after December 2025, with funds obligated no later than September 30, 2026, and usable until September 30, 2031. The grant requires annual and final reporting, including technical progress, inclusion enrollment (if applicable), and a transition plan for post-award development. Contacts for questions include the eBRAP Help Desk (help@eBRAP.org, 301-682-5507) and the Grants.gov Contact Center (support@grants.gov, 800-518-4726).
