Grant Description

The Streamflow Rehabilitation Assistance Program, referred to as StRAP, is administered by the North Carolina Department of Agriculture and Consumer Services through the Division of Soil and Water Conservation. This Hurricane Helene round of funding was approved by the Soil and Water Conservation Commission and is intended to support recovery efforts in counties impacted by Hurricane Helene. The program provides financial assistance to repair streams damaged by the storm. This allocation includes 38 million dollars in total funding to support projects that repair stream segments damaged by Hurricane Helene. Funding is intended specifically for stream rehabilitation activities addressing storm-related impacts. Each proposed stream segment must be documented individually and include site location, description of damage, planned repair actions, photographs, and a cost estimate. For Application Window 1, organizations located in the following counties are eligible to apply: Alexander, Cabarrus, Catawba, Cherokee, Clay, Forsyth, Gaston, Graham, Iredell, Lee, Lincoln, Macon, Madison, Mecklenburg, Nash, Stanly, Surry, Swain, Union, and Yadkin. Applications are accepted from December 8, 2025 through February 20, 2026. The deadline was extended by two weeks due to ongoing FEMA site assessments. Only sites submitted within this application window will be considered. The StRAP application requires two steps. First, applicants must submit each stream segment using the Disaster Assessment and Reporting Tool, known as DART. Applicants must download and use DART through links provided on the StRAP Disaster Response page. Each stream segment or project must be entered separately. Once submitted, entries cannot be edited. If corrections are needed, the stream segment must be resubmitted as a new entry. After completing all DART submissions, applicants must complete a Formsite poll to finalize the application. The Formsite submission must be completed after all site entries are finalized. If any sites need to be removed from consideration, such as if they were funded elsewhere or completed independently, they may be listed for removal within the Formsite poll. Per-county caps (not per-grantee): High-need county up to $1,496,250; Medium-need county up to $526,154; Low-need county up to $310,909. 70% of funds allocated to high-need counties, 20% to medium-need, 10% to low-need. Supplemental funding available for high-priority projects after initial awards in all eligible counties. Payment mechanism is reimbursement. Applications accepted in 3 windows: Window 1 deadline February 20, 2026 (20 counties); Window 2 deadline March 13, 2026 (11 counties); Window 3 deadline April 17, 2026 (9 counties plus Eastern Band of Cherokee Indians).

Additional Requirements

Eligible applicants include Soil and Water Conservation Districts, political subdivisions (city/county government, water/sewer districts, municipal service districts, sanitary districts, drainage districts), and nonprofit organizations. The Eastern Band of Cherokee Indians is also eligible. Applicants must be located in one of the 39 FEMA-declared disaster counties for Hurricane Helene. Individual landowners and private citizens are not eligible to apply, though StRAP-funded work may be performed on private land with landowner permission. Projects must address stream damage caused by Hurricane Helene; pre-existing damage is eligible only if significantly worsened by the hurricane.

Expert Tips

Ensure all stream damage documentation specifically ties to Hurricane Helene, as pre-existing damage is only eligible if significantly worsened by the hurricane. Submit DART entries carefully since they cannot be edited after submission - corrections require a completely new entry. Be aware that award caps are per-county, not per-grantee, so if multiple organizations in your county apply, total funding is shared. High-need counties must have at least one organization pursuing EWP funding or risk reclassification to medium-need.
