The New York State Energy Research and Development Authority (NYSERDA) is offering a competitive funding opportunity titled "Energy Storage Technology and Product Development Program Opportunity Notice (PON) 5984" with a total allocation of up to $10.85 million. This solicitation aims to support innovative, under-utilized, and next-generation energy storage solutions across electrochemical, mechanical, and thermal domains, as well as advanced battery technologies. The program is intended to reduce the cost and improve the performance of energy storage systems, facilitate their integration with the grid, and expand the adoption of storage technologies in New York State. Proposals must demonstrate significant public benefits and quantify energy, environmental, and economic impacts. NYSERDA is accepting full proposals in two categories. Category A covers Product Development with a maximum funding cap of $2 million per award, requiring a 50% cost-share. Category B covers Demonstration and Pilot Projects, with no cap on award amount but also requiring 50% cost-share. Demonstration projects must occur within New York State and at sites that pay into the Clean Energy Fund via the System Benefits Charge. Project types must enable the storage of electrical or thermal energy and return it to the grid or on-site use. Technologies eligible include long-duration storage systems (10+ to 100+ hours) such as flow batteries, compressed air systems, pumped heat, and advanced battery chemistries like solid-state and sodium-ion batteries. Applications must be submitted online or by mail, and are due no later than August 11, 2025, by 3:00 PM Eastern Time. Online submissions must include searchable PDFs created from Word or similar formats; scanned documents will not be accepted. Proposers must respond to all required questions and should plan for at least 60 minutes to complete the submission process. Late submissions will not be considered. NYSERDA reserves the right to amend the solicitation or fund none, some, or all proposals based on available funding and proposal quality. Evaluation of proposals will be conducted by a scoring committee using defined criteria including technical merit, feasibility, innovation, cost-sharing, commercialization potential, and alignment with state policy goals. Additional considerations include past performance, benefit to disadvantaged communities, and contribution to New Yorkโ€™s climate and energy goals. Projects exceeding $100,000 for product development may require royalty-based recoupment on future product sales or licenses. Demonstration projects are exempt from recoupment. All awardees are required to submit annual metrics reports outlining project outcomes and benefits. Eligibility is broad but tailored to applicants capable of developing or deploying storage technologies. Eligible proposers include for-profit organizations, small businesses, nonprofits, and institutions of higher education. All applicants must adhere to procurement lobbying rules and tax compliance regulations.
