The New York State Office of Addiction Services and Supports (NYS OASAS) has released Request for Applications (RFA) SETT-25006 to support the expansion of In-Community Clinic Services throughout New York State. This funding opportunity targets certified Part 822 outpatient providers who are already authorized to provide telehealth services. The goal is to deliver clinical, medical, and peer support services in non-traditional settings, such as homeless shelters, jails, public parks, and social service offices, to reach people who use substances and are not currently engaged in care. This initiative is designed to improve outreach, reduce barriers to service access, and enhance the continuity of care for underserved and vulnerable populations. NYS OASAS is the state agency responsible for planning, developing, and overseeing addiction services in New York. It administers over 1,700 programs statewide and directly operates 12 treatment centers. Through this RFA, the agency aims to support proactive outreach strategies by equipping outpatient clinics to provide care outside their physical premises. This includes conducting screenings, delivering medication for addiction treatment (MAT), and offering recovery support in settings that meet people where they are, including via mobile units and telehealth platforms. Emphasis is placed on low-threshold access models, which facilitate same-day initiation of medication services without stringent conditions. The total available funding is $8.4 million, allocated for fourteen 24-month contracts of up to $600,000 each, or $300,000 per year. One award will be made in each of New York State’s Economic Development Regions outside New York City and one in each of the five NYC boroughs. Applicants must provide cost per encounter estimates within a specific range ($200–$396 upstate and $213–$421 downstate). Funding is provided quarterly in advance, contingent on performance metrics and reporting. Costs must align with approved per-encounter thresholds, and corrective action plans are required if costs fall outside acceptable limits. Eligible applicants must be Local Governmental Units (LGUs) or nonprofit voluntary agencies operating an OASAS-certified Part 822 program with telehealth authorization within the target region. Each application must be region-specific. Providers applying in multiple regions must submit separate applications for each area. Applicants must also be prequalified in the Statewide Financial System (SFS) on the application due date. Preference will be given to providers offering low-threshold MAT services and those with documented partnerships with entities like OMH Street Outreach programs, FQHCs, or Certified Community Behavioral Health Clinics. Applications must be submitted via email to OASASfunding@oasas.ny.gov with “RFA - OASAS SETT-25006, ‘Provider Name’” in the subject line. The RFA was released on June 25, 2025. Written inquiries are due by July 11, 2025, at 4:00 PM EST. Responses to inquiries will be released by July 18, 2025. Final applications are due by August 1, 2025, at 4:00 PM EST.
