The Boat Launching Facility (BLF) 2026/2027 grant cycle is currently open for applications, with a submission deadline of 5:00 PM on February 3, 2025. The California Division of Boating and Waterways (DBW) administers this grant program to support public agencies in developing and improving boat launching facilities for both motorized and non-motorized boats. The grant can fund a variety of infrastructure projects, including boat launching ramps, boarding floats, parking areas, restrooms, and lighting. Applications are submitted through the Online Grant Application (OLGA) system. To help applicants navigate the process, a recorded workshop and presentation materials are available to provide guidance on writing a competitive proposal. A special funding opportunity, the Waterways Connection Initiative (WCI), offers additional support for communities with populations of 2,500 or more to expand inland waterway access. Agencies that qualify for this funding must submit their applications by 5:00 PM on December 2, 2024, also through OLGA. These projects are designed to improve recreational water access and support economic and community development. Grants for boat launching facilities, non-motorized boat launching facilities, and ramp repair and modification will all be considered for the 2026-2027 state budget if submitted by the February 2025 deadline. DBW awards grants and loans on a competitive basis, depending on available funds, with decisions made as part of the state budget process. Grant funding is available to public agencies, while loans are provided to both public and private entities for marina improvements. However, the public and private marina loan programs are currently suspended pending a review and identification of future funding sources. Applicants should carefully review the provided resources, including the Application Overview, Instructions, and the Packet Checklist, before submission. It is essential to include a resolution from the governing body of the applying agency, and sample applications can be accessed through OLGA. Ranking worksheets specific to motorized and non-motorized boat projects, as well as ramp repair and modification grants, are available to help applicants understand the scoring criteria. Once the applications are submitted, they enter a confidential state review process. Applicants will be notified upon receipt of their application, and DBW may request further information if needed. The Governorโ€™s budget, which will be released in January 2026, is expected to include a list of recommended projects for funding, with the final state budget typically approved by June 2026. Grant agreements are prepared several months after the budget is finalized, and funds will not be disbursed until the grant agreement is fully executed.
