Ohio Children’s Trust Fund’s Child Advocacy Center Primary Prevention

The Ohio Department of Children and Youth (DCY), on behalf of the Ohio Children’s Trust Fund (OCTF), is offering funding through the Child Advocacy Center Primary Prevention grant, opportunity number DCY-G-2627-0112R. This opportunity aligns with OCTF’s mission to prevent child abuse and neglect by funding accredited Children’s Advocacy Centers (CACs) to implement primary prevention strategies across Ohio. The programs supported must be in accordance with Erin’s Law as outlined in Ohio Senate Bill 288 and codified in the Ohio Revised Code. Applicants must be fully accredited by the National Children’s Alliance (NCA) and capable of offering direct services related to child abuse prevention. Priority will be given to proposals using evidence-based or evidence-informed prevention curricula listed on the Ohio Department of Education and Workforce’s Child Abuse Prevention site, including but not limited to Child Lures Prevention: Think First & Stay Safe, Childhelp, Speak Up and Be Safe, and Second Step—Child Protection Unit. Locally developed programs meeting Erin’s Law standards may also be considered, though they will not be prioritized. Eligible applicants must submit a complete application by July 29, 2025, at 1:00 p.m. The application must include several components submitted in three email attachments: accreditation verification, a completed application form, an attestation, responses to five application questions, and the required budget in its original Excel format. Incomplete applications or those missing mandatory documentation will be disqualified. Award amounts range from $25,000 to $50,000 and will be distributed for the period of October 1, 2025, through September 30, 2026. Funding will be provided through the Temporary Assistance for Needy Families (TANF) fund, and grantees must follow OCTF’s guidelines on allowable and unallowable expenditures. Examples of allowable costs include consultation services, family engagement incentives, travel, printing, training expenses, and indirect costs not exceeding 15% of direct costs. Applicants are required to meet several mandatory criteria, including establishing formal agreements under relevant Ohio law, undergoing background checks for personnel working with children, and having or applying for an OAKS Supplier ID and a Unique Entity Identification Number (UEI). They must also agree to comply with reporting requirements, which include tracking participants served, geographic coverage, and outcome evaluations. Clarifying questions about the RFGA may be submitted via email to Procurement_Inquiries@childrenandyouth.ohio.gov from June 11 through July 22, 2025, at 8:00 a.m. Final grant decisions will be made following a review and scoring process by an Application Review Team and recommendations from the OCTF Board, with expected approval on September 18, 2025. Selected grantees will be required to enter into a grant agreement and submit regular reports and invoices to receive reimbursement.
