Opioid Settlement Impact and Recovery Grants Round 3

The Rhode Island Foundation, in partnership with the Executive Office of Health and Human Services (EOHHS), is administering Round 3 of the Opioid Settlement Impact and Recovery Grants. This initiative follows Rhode Island’s 2022 entry into the national opioid settlement with major distributors, securing over $90 million for addressing the state’s opioid crisis. Combined with other litigation efforts led by Attorney General Neronha, the state’s total recovery exceeds $200 million over an 18-year period. All funds from these settlements are designated for opioid abatement, including prevention, treatment, recovery, and intervention services. In Round 3, a total of $2,475,000 in settlement funding is available across four categories: Trauma Supports, Individual, Family, and Community Recovery Supports and Capital, Youth Community-Based Prevention, and Emerging Issues. Each category is designed to address distinct aspects of the opioid crisis. Trauma Supports aims to provide innovative, trauma-informed programming for Rhode Island first responders to address work-related mental health challenges. The Recovery Supports and Capital category focuses on community and family-oriented services that enhance recovery capital. Youth Community-Based Prevention supports evidence-based trauma and prevention programs targeting high-risk youth populations. The Emerging Issues category addresses adaptable strategies for new or shifting trends in the overdose epidemic. Eligible applicants include nonprofit organizations and collaborations of 501(c) entities located in and serving Rhode Island. Emphasis is placed on organizations with demonstrated experience in opioid-related services and a commitment to equity, particularly those led by or serving BIPOC, LGBTQ+, disabled, veteran, and other disproportionately affected populations. Programs should comply with the Americans with Disabilities Act (ADA), Culturally and Linguistically Appropriate Services (CLAS) standards, and align with the state’s Overdose Task Force Strategic Plan. Applications must be submitted by June 6, 2025. Proposals may span up to two years, except for the Emerging Issues category, which allows for one-year projects. Required application materials include a project proposal, proposal budget, organizational budget, financials, board list, and IRS tax determination letter (for first-time applicants or fiscal agents). Successful applicants will be notified in August 2025. Grantees will be required to submit quarterly progress updates and participate in meetings hosted by the EOHHS and other relevant committees. All proposals must clearly demonstrate how they will eliminate health disparities and ensure equity-focused performance measures. Programs must also justify their alignment with the settlement’s allowable uses.
