The Fiscal Year 2025 State Fire Training Systems Grant is a federal funding opportunity administered by the U.S. Department of Homeland Security (DHS) through the Federal Emergency Management Agency (FEMA). Each eligible state is allowed to submit one application for funding, and the grant supports activities such as training delivery, course material printing and shipping, classroom rental, instructor fees, and other direct instructional costs. However, equipment or computer purchases are not permitted. Administrative expenses related to program delivery and reporting are allowable up to 5% of the total award. Funding for the FY 2025 cycle totals $1,000,000, with a fixed award of $20,000 allocated to each of the 50 eligible states. This funding must be used to conduct state-sponsored or NFA-approved training programs that go beyond typical state or local capabilities, particularly in scope or cost. Unallowable projects include training that deviates from the established National Fire Academy curriculum. Evaluation metrics for this program include course completion rates for career and volunteer fire service members, subject matter coverage, and participant feedback collected via end-of-course evaluations. Applications must be submitted electronically via the FEMA Grants Outcomes (FEMA GO) portal. The application period begins on August 1, 2025, at 12:00 PM ET and closes on August 15, 2025, at 5:00 PM ET. Applicants are required to submit a full application including standard forms such as the SF-424, budget narrative, detailed workplan, and program narrative. A UEI number, active SAM registration, and login.gov account are prerequisites. Award announcements will be made by September 15, 2025, and the period of performance will run from October 1, 2025, through September 30, 2026. Grants will be evaluated based on their alignment with the National Fire Academy’s training priorities, the completeness of application materials, and the financial integrity of the applicant. FEMA may also review applicant eligibility and financial history via databases under the Payment Integrity Information Act and related regulations.
