The National Weather Service Program Office (NWSPO), a component of the National Oceanic and Atmospheric Administration (NOAA), is announcing its noncompetitive National Tsunami Hazard Mitigation Program (NTHMP) Grant Cycle for 2025. This funding opportunity, identified by the opportunity number NOAA-NWS-NWSPO-2025-30488 and assistance listing number 11.467, supports initiatives aimed at enhancing tsunami preparedness, mitigation, warning coordination, and mapping activities in the United States. The program originates from a congressional mandate that has been in effect since fiscal year 2008, with updated provisions from 2017 expanding eligibility to include local governments and federally recognized tribes. Financial assistance is available only to entities with current representation on the NTHMP Coordinating Committee. The primary objective of this funding opportunity is to maintain and support activities outlined in the 2024–2029 NTHMP Strategic Plan. Applicants are advised to request funding only for work necessary to sustain their current operational levels. Specific program priorities include promoting tsunami resilience and preparedness at all levels of government, supporting community-based outreach and education initiatives, assisting with the implementation of the NWS TsunamiReady program, and developing standards and guidelines for community planning and education related to tsunami risk. Projects are expected to initiate sustainable local activities that may eventually continue with non-federal funding. For fiscal year 2025, a total of up to $4,000,000 is available for award. The period of performance is one year, beginning on September 1, 2025, and ending on August 31, 2026. Applicants are expected to submit work that can be completed within this timeframe. No cost-sharing or matching funds are required for this opportunity. While the funding amount may vary depending on approved deliverables, performance, and relevance, all funded projects must align with the current NTHMP Strategic Plan. Pre-award costs incurred up to 90 days before the start date may be allowable but must be incurred at the applicant’s own risk. Eligible applicants include state governments, territorial governments, and state universities that participate in the NTHMP Coordinating Committee. These primary awardees may also issue sub-awards to local governments or quasi-government agencies, such as port or harbor authorities located in tsunami inundation zones. Additionally, federally recognized tribes with land in tsunami risk areas are eligible to apply directly for funding under this grant program. There is no provision for individuals or private institutions to apply. The application process involves both a pre-application and a final application stage. Pre-applications are due by February 24, 2025, and must be emailed to nws.tsunamigrants@noaa.gov. Required documents include a project narrative, budget explanation, prime and subaward budget workbooks, data management agreement, self-evaluation checklist, endorsement form, applicable NICRAs, CVs or resumes, and a NEPA statement. Final applications, due by August 13, 2025, must include updated versions of the narrative, budget spreadsheet, and budget explanation. Evaluation of applications will be conducted by a four-person review panel based on technical and scientific merit, relevance to program goals, qualifications of the applicant, cost-benefit analysis, and the feasibility of completing tasks within the award period. Although no numerical scoring is assigned, the panel’s recommendations will be forwarded to NWS leadership for final funding decisions. Selection factors may include geographical and institutional balance, prior award performance, duplication of efforts, and NEPA readiness. All applicants must be registered in SAM.gov and eRA Commons and have a valid Unique Entity Identifier (UEI). Registrations with Grants.gov are also required. Reporting requirements include semi-annual financial and annual performance reports submitted via eRA Commons.
