Grant Description

The Healthcare Interoperability Grant is administered by the Arizona Department of Administration (ADA), Office of Grants and Federal Resources, to strengthen healthcare data coordination across the state. The State Grants Office seeks to advance healthcare technology interoperability by funding a single healthcare technology company capable of developing and deploying software that enables hospitals and healthcare providers to share patient data securely and efficiently. The ultimate goal of this program is to reduce healthcare costs, improve patient outcomes, and decrease unnecessary transportation expenses associated with fragmented care. The program provides a total of $1,000,000 to fund one healthcare technology company that can demonstrate an existing interoperability software platform meeting specific technical and compliance standards. The technology must allow secure, HIPAA-compliant sharing of patient information across multiple systems and devices. It should support both synchronous and asynchronous communication via native smartphone applications and integrate with hospital electronic medical record (EMR) systems. The solution must benefit patients before and after discharge, enhance emergency triage, and facilitate care coordination among rural hospitals, trauma centers, and other providers. To be eligible, applicants must be healthcare technology companies providing interoperability solutions for acute care providers in rural areas. Each applicant must show proof of veteran employment, meaning at least one company officer or employee is a U.S. military veteran honorably discharged or released under honorable conditions. Third-party vendors may not be used to fulfill any requirements of the program. Additionally, applicants must demonstrate software compliance and readiness at least thirty days prior to application submission. Applications must be submitted directly to the ADA Grants Office via email, and all questions or submission issues should be directed to the program contact, Mike Gurr (mike.gurr@azdoa.gov). Funding under this opportunity will support a single award with a 24-month performance period beginning December 1, 2025, and concluding November 30, 2027. A 12-month extension may be approved contingent on funding availability. At the conclusion of the performance period, grantees are required to submit a comprehensive report by June 30, 2026, documenting cost savings and efficiency metrics achieved through the implementation of the software. Unused funds must be returned to ADA unless a written extension is granted. Applications open October 10, 2025, and close November 21, 2025. All submissions must comply with S.B. 1741 (57th Legislature, First Regular Session). Only one award will be issued under this solicitation, and no cost-sharing or matching contribution is required. The grant provides a unique opportunity for healthcare technology companies to lead the advancement of statewide interoperability solutions and improve patient care through innovation and connected data infrastructure in Arizona.
