The High Efficiency Electric Heating and Appliances (HEEHA) Grant Program is administered by the Colorado Energy Office, a state-level agency focused on supporting Colorado's transition to clean energy while enhancing energy affordability and resiliency. This program specifically targets greenhouse gas emissions reductions from buildings, which are among the top five contributors to emissions in the state. The initiative is part of Colorado’s broader effort to promote electrification and energy efficiency across residential and commercial properties through community-scale projects. The HEEHA Grant Program aims to support the purchase and installation of high-efficiency electric equipment for heating, drying, water heating, and cooking. Funding may also be used for electrical installations and upgrades that support such equipment, as well as innovative building heating technologies with comparable or better greenhouse gas reduction potential. To qualify, projects must impact a minimum of five residential housing units or three business units. The goal is to provide meaningful emissions reductions through scalable projects that benefit multiple end users. A total of $10.85 million is available through this program. Applicants are required to provide a match ranging from 15% to 50% of total project costs, depending on whether the community qualifies as disproportionately impacted (DI), low-income (LI), or within a Just Transition (JT) area. The funding period extends from July 1, 2022, through June 30, 2026. Enhanced cost coverage, including administrative costs, is available to applicants from DI, LI, or JT communities, which are determined via the Colorado Community Identification Resource. Eligible applicants include local and tribal governments, institutions of higher education, utilities, private and nonprofit organizations, housing developers, businesses, apartment or condominium complexes, and homeowners associations (HOAs). Prior recipients of other state-level grants are not disqualified and may still apply. This wide eligibility scope supports broad community involvement in the electrification transition, and the program is designed to foster partnerships and collaboration among diverse entities. The application process is structured in several stages. First, applicants must review the provided application materials. Next, they must contact Brittney VanCuran at brittney.vancuran@state.co.us, who will create and share a personalized folder for submission. Once applications are received, an evaluation committee will score and assess proposals based on pre-established criteria. Funding is reimbursed only after eligible project costs are incurred and verified through executed purchase orders or contracts with the Colorado Energy Office. Currently, the program is not accepting new applications. However, a final round of funding is scheduled to open from February 3, 2025, through February 28, 2025. Interested applicants should begin preparing in advance and may contact the grant administrator for guidance or to review materials from previous application rounds. This grant provides a significant opportunity to contribute to Colorado’s climate goals while improving energy efficiency and infrastructure in local communities.
